Before Mr. Dinh La Thang, a series of oil and gas 'big bosses' were prosecuted.
Mr. Dinh La Thang and Mr. Nguyen Quoc Khanh were prosecuted and arrested, extending the list of "big bosses" in the oil and gas industry who have been caught up in legal trouble to dozens of people.
On December 8, the Ministry of Public Security's Investigation Police Agency issued a Decision to prosecute, an Arrest Warrant for temporary detention and a Search Warrant for Mr. Dinh La Thang, former Chairman of the Board of Members of the Vietnam Oil and Gas Group (PVN).
Also on December 8, the Investigation Security Agency - Ministry of Public Security issued a Decision to prosecute the accused, issued an Arrest Warrant for temporary detention, and a Search Warrant for Mr. Nguyen Quoc Khanh (born in 1960) - former Deputy General Director of Vietnam Oil and Gas Group.
Before Mr. Dinh La Thang and Mr. Nguyen Quoc Khanh were prosecuted and arrested, more than 20 people, including leaders and officials of the Vietnam Oil and Gas Group (PVN), were prosecuted in 2016 and 2017.

A series of PVC "big bosses"... were prosecuted
Regarding the loss of nearly 3,300 billion VND at Vietnam Oil and Gas Construction Joint Stock Corporation - PVC, on September 15, 2016, the Investigation Police Agency, Ministry of Public Security issued Decision No. 51/C46 (P12) to initiate a criminal case: Intentionally violating state regulations on economic management causing serious consequences according to Article 163 of the Penal Code occurring at Vietnam Oil and Gas Construction Joint Stock Corporation and its member units.
The Ministry of Public Security also issued a decision to prosecute 4 defendants for the crime of "Intentionally violating State regulations on economic management causing serious consequences" as prescribed in Article 165 of the Penal Code, and at the same time issued a temporary detention order and a search warrant for 4 defendants including Vu Duc Thuan - former member of the Board of Directors and General Director; Nguyen Manh Tien - Deputy General Director; Truong Quoc Dung - former Deputy General Director; Pham Tien Dat, former Chief Accountant of PVC Corporation.
On September 16, 2016, the Ministry of Public Security issued a decision to prosecute Mr. Trinh Xuan Thanh, former Chairman of the Board of Directors of PVC, for the same crime and issued an international red notice for Trinh Xuan Thanh. After more than 10 months of being internationally wanted, on the evening of July 31, 2017, Trinh Xuan Thanh surrendered.

Regarding the series of scandals of the Petroleum Construction Corporation (PVC) and Trinh Xuan Thanh, on February 15, 2017, the Investigation Police Agency of the Ministry of Public Security issued a decision to prosecute 5 more defendants and temporarily detain 4 people (all of whom are officials, former officials of PVC or related) including Luong Van Hoa (born in 1980) - former Director of the Vung Ang - Quang Trach Project Management Board, PVC Corporation; Le Xuan Khanh, born in 1976, Head of the General Economics Department, Vung Ang - Quang Trach Project Management Board, PVC; Nguyen Ly Hai, born in 1964, former Head of the Technical Department of Vung Ang - Quang Trach Project Management Board, PVC (currently an employee of the Construction Technical Department, Thai Binh 2 Thermal Power Plant Project Management Board); Nguyen Thanh Quynh, born in 1973, Director of the Technical Technology Department, Central Corporation; Le Thi Anh Hoa, born in 1979, Director of Quynh Hoa LLC (banned from leaving the place of residence). The defendants were prosecuted for the crime of embezzlement of property under Article 278 of the Penal Code.
The number of big bosses in the oil and gas industry who have been arrested continues to increase as on April 1, 2017, the Ministry of Public Security's Investigation Police issued an indictment and temporary detention order against Mr. Do Van Hong, 50 years old, residing in Bac Ninh, Chairman of the Board of Directors and General Director of Kinh Bac Investment and Construction Joint Stock Company (PVC-KBC, a subsidiary of PVC). Defendant Hong was prosecuted for investigation of the act of intentionally violating the State's regulations on economic management, causing serious consequences.
Then, on September 25, 2017, the Ministry of Public Security's Security Investigation Agency prosecuted and temporarily detained Mr. Le Dinh Mau - chief accountant and head of the finance, accounting and auditing department of the Vietnam Oil and Gas Group - PVN.
The Security Investigation Agency also decided to prosecute three other people for the same crime, including: Vu Hong Chuong, former Head of the Thai Binh 2 Oil and Gas Power Project Management Board (under PVN); Tran Van Nguyen, Chief Accountant of the Thai Binh 2 Oil and Gas Power Project Management Board and Nguyen Ngoc Quy, former Vice Chairman of the Board of Directors of PVC.
The above defendants were prosecuted for the act of "Intentionally violating State regulations on economic management causing serious consequences", occurring at PVC and its member units.
Most recently, on September 29, 2017, the Investigation Security Agency - Ministry of Public Security issued a decision to prosecute, arrest and search 3 officials of Vietnam Oil and Gas Construction Joint Stock Corporation (PVC), including Nguyen Anh Minh - General Director of PVC; Bui Manh Hien - Chief of Office of PVC; Nguyen Duc Hung - former Head of Finance and Accounting Department of the Vung Ang - Quang Trach Project Management Board under PVC.
These three people were prosecuted for the crime of "Embezzlement of property" under Article 278 of the Penal Code.
Oceanbank scandal, 5 big bosses in oil and gas industry prosecuted
Contributing to the loss of 800 billion VND of Vietnam Oil and Gas Group when investing in Oceanbank, many big bosses in the oil and gas industry were also prosecuted.
Accordingly, on July 21, 2015, the Investigation Police Agency of the Ministry of Public Security issued a decision to prosecute and temporarily detain Mr. Nguyen Xuan Son, former Chairman of the Board of Directors of the Vietnam National Oil and Gas Group (PVN) - the representative of the Vietnam Oil and Gas Group's capital contribution at Ocean Bank for the acts of "Intentionally violating state regulations on economic management causing serious consequences" and "Abusing position and power while performing official duties causing serious consequences". After that, Mr. Son was brought to trial for the above 3 crimes.

In his testimony to the court, Mr. Nguyen Xuan Son said that of the total amount of more than 200 billion VND received from Ha Van Tham (former Chairman of Oceanbank) for foreign affairs, Mr. Son gave about 30-40 billion VND to PVN Deputy General Director Ninh Van Quynh (at that time, PVN Chief Accountant). After the confrontation, Mr. Quynh confessed that he received 20 billion VND from Nguyen Xuan Son to spend on the group's activities.
On August 31, 2017, the Ministry of Public Security's Investigation Police Agency issued a decision to prosecute Ninh Van Quynh to investigate the crime of intentionally violating State regulations on economic management causing serious consequences.
Then, on September 13, C46 - Ministry of Public Security issued a decision to supplement criminal case No. 17/C46-P11 and supplementary prosecution against Ninh Van Quynh, former Deputy General Director of PVN, for the crime of abusing his position and power to appropriate property. The investigation agency determined that Ninh Van Quynh had received 20 billion VND from OceanBank from Nguyen Xuan Son and appropriated and used it for personal use.
During the extended investigation (phase II) of the case of Ha Van Tham, former Chairman of the Board of Directors of OceanBank and his accomplices, the Investigation Police Agency of the Ministry of Public Security determined that: Nguyen Xuan Son, former Chairman of the Board of Members of PVN; Ninh Van Quynh, former Chief Accountant of PVN (currently Deputy General Director of PVN); Nguyen Xuan Thang, Nguyen Thanh Liem, Vu Khanh Truong, former members of the Board of Members of PVN had intentionally violated the law, causing a loss of VND 800 billion in contributing charter capital to OceanBank.
