Head of the Central Internal Affairs Committee pointed out the reason why Nghe An has difficulty implementing forestry policies.
(Baonghean.vn) - Responding to voters' opinions on policies on management, protection and development of forests and forestry land, Head of the Central Internal Affairs Committee Phan Dinh Trac clarified many key issues.
On the morning of December 5, National Assembly deputies including Mr. Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission, Deputy Head of the Standing Committee of the Central Steering Committee on Anti-Corruption; Ms. Hoang Thi Thu Trang - Secretary of Nghia Dan District Party Committee; Mr. Moong Van Tinh - official of Que Phong District Youth Union had a meeting with voters in Bac Son commune, Quy Hop district.

At the meeting, after listening to delegate Hoang Thi Thu Trang quickly inform about the results of the 8th session of the 14th National Assembly, voters of Quy Hop district reflected on many arising issues in the area.
Support economic development in special regions
Regarding the policy on forest protection and development, voter Vi Thanh Hai, Vi village, Bac Son commune reflected that according to Decree No. 75/2015/ND-CP, dated September 9, 2015 on mechanisms and policies on forest protection and development associated with the policy of rapid and sustainable poverty reduction and support for ethnic minorities in the period 2015 - 2020, forest owners, households and individuals participating in forest protection will be supported with a contracted budget of 400,000 VND/ha/year. But up to now, only the Quy Hop Protective Forest Management Board has benefited from this policy, while households assigned forests according to Decree 163 of the Government and households contracted to protect forests have not yet received this policy. Therefore, voters request superiors to pay attention and consider.

Regarding the issue of ethnic minority mountainous area policy, voter Lo Van Ky expressed that, according to Decision No. 2085/QD-TTg dated October 31, 2016 of the Prime Minister on "Approving specific policies to support socio-economic development in ethnic minority and mountainous areas in the period of 2017 - 2020", in Article 3 of this Decision, ethnic minority and poor households are entitled to policies such as: support for residential land, production land, domestic water; arrangement of stable population for ethnic minority households that still practice shifting cultivation and nomadic living; support for preferential credit loans...
However, up to now, ethnic minority and poor households in the commune have only enjoyed the policy of "Support for preferential credit loans" from the Social Policy Bank, while the remaining policies have not yet been enjoyed.
Referring to the issue of allowances for grassroots organizations, voter Lo Van Ngan, Bac Son commune, recommended to National Assembly delegates that competent authorities should create conditions for the elderly to have regimes and policies to encourage and contribute to promoting better activities at the grassroots level.
According to voter Lo Duc Huyen, the State needs to have a mechanism to support people in building and replicating economic development models for special regions.
Also at the conference, voters reflected on many issues related to the expansion of the inter-district road from Bac Son commune (Quy Hop district) to Tan Hop commune (Tan Ky district) to create favorable conditions for local people.

Speaking at the conference, Secretary of the Party Central Committee, Head of the Central Internal Affairs Committee Phan Dinh Trac responded to voters' recommendations. Regarding the idea of supporting budget for forest protection, the Head of the Central Internal Affairs Committee said that Nghe An is a province that has not yet balanced its budget, so according to Decree No. 75/2015/ND-CP of the Government, the capital source for forest protection in Nghe An is 100% allocated by the Central Government. However, up to now, the Central Government has only allocated 51 billion VND for the province's forestry development program, meeting only 22% of the demand.
Regarding the policy of forest protection and conservation, only over 8 billion VND/year has been granted. In addition, land allocation associated with forest allocation in Nghe An has long faced many difficulties and shortcomings; the issuance of certificates of forest land use rights and forestry land to households is still slow and unclear, making it difficult to implement forestry policies.
Regarding the proposal to support people in mountainous areas and ethnic minorities to replicate economic development models, delegate Phan Dinh Trac suggested that the district use funds from hunger eradication and poverty reduction programs such as 135, the new rural development program, etc. On that basis, build economic development models suitable to each terrain, climate, customs and practices of each region and ethnic group.

Bac Son commune is one of the particularly difficult mountainous communes in Quy Hop district. The whole commune has 468 households, 1,978 people with about 98% of the population being Thai ethnic people; people's lives mainly depend on agriculture, forestry and livestock production. The poverty rate in 2019 in Bac Son commune decreased to 25.8%. |
On this occasion, the Provincial National Assembly Delegation presented 20 gifts to policy beneficiaries and poor households at voter contact points.
