The leader of the Central Organizing Committee said that in 2017, the Party building organization sector at the central level conducted the process of election, appointment, transfer, and rotation of 424 personnel, including 5 members of the Politburo and Secretariat, 3 Ministers and equivalent, 6 heads of central Party agencies and mass organizations, 8 Secretaries of provinces, cities and Party committees directly under the central government.
"The rearrangement of Politburo members and Central Party Committee members must consult many channels. This way of doing things, combined with openness and democracy, leaves no room for lobbying. Mr. Pham Minh Chinh said,Recently, "regardless of whether the Party building work has been done well or not well", the Central Organizing Committee has sent its leaders to meet with each member of the Standing Committee of the provincial and municipal Party Committees to hear honest, objective, and accurate feedback. "We then synthesize the information but do not disclose the source of the information," said Mr. Chinh.
Regarding the decentralization of personnel management, Mr. Chinh clearly stated the spirit of the Central Committee.Only work at the central level, the central level works down to the district level, the district level works down to the grassroots level. "Currently, many people are afraid to go to the doctor or subjectively do not go for a medical examination, but in the near future, officials will have to have a health check-up every 6 months," he said.
Referring to the work of rotating cadres, Mr. Chinh saidThe reason why it was possible to "run" before was because there were no public regulations, but now there are tighter regulations so it is impossible to "run".Furthermore, the spirit of the Politburo is not to rotate cadres in batches but based on the person and specific work; rotation can be regular, because if it is divided into batches, there will be "running".
Another task of the Party building organization sector in 2018 is to participate inPreparing for the 13th Party Congress, for example, will the Party Charter be amended? If the Charter is amended, a proposal must be prepared in 2018 for discussion in 2019.
Believing that education, training and development of staff is very important, Mr. Chinh said "with projectsBuilding bridges and parks requires investing hundreds of millions of dollars very quickly, but no one dares to think of 100 million dollars to train human resources for a province.
"We need to change our mindset. Roads, bridges, and infrastructure are very necessary, but soft infrastructure, including people and policy mechanisms, is very important at the present stage," he said.
