Connecting the Southwest region of Nghe An
Chau Khe Commune Party Committee was established on the basis of merging Chau Khe Commune (old) and Lang Khe Commune (old); The Party Committee has 29 affiliated party organizations with 596 party members; natural land area of 544.31 km22, population 12,210 people.

During the 2020 - 2025 term, the Party Committee and people of Chau Khe commune unanimously overcame difficulties and challenges, achieving many important results.
In the 2025 - 2030 term, Chau Khe Commune Party Committee has set out 31 specific targets in various fields, 4 key tasks, and 3 breakthroughs. Accordingly, promoting the tradition of solidarity and unity, striving to seize opportunities, overcome difficulties, innovate, and create, focusing on building Chau Khe Commune towards rapid and sustainable economic growth.

Mau Thach Commune Party Committee was established on the basis of merging the original Party organizations and Party members of the Party Committees of two communes: Mau Duc and Thach Ngan.
Mau Thach Commune has a natural area of 164.26 km2, a population of 13,175 people (of which ethnic minorities account for 85%). The commune Party Committee has 32 subordinate Party cells with a total of 634 Party members.

In the 2020 - 2025 term, the Party Committee and people of Mau Thach commune have unanimously overcome difficulties and challenges, achieving many important results. The economy has developed, economic indicators have increased compared to the previous term.
With the motto "Solidarity - Democracy - Discipline - Innovation - Development", in the 2025 - 2030 term, Mau Thach Commune Party Committee promotes the tradition of solidarity, preserves historical and cultural values; arouses the will of self-reliance, the desire for innovation and advancement; exploits the potential and advantages of resources for sustainable development of Mau Thach Commune.

The Party Committee has proposed three breakthroughs: Building a team of cadres and civil servants, especially a team of professional cadres and managers with high qualities, capacity, enthusiasm and responsibility to meet the requirements of tasks in the new situation.
Promote administrative reform, build an honest, creative, professional, modern administration that serves the people; Transform the mindset of agricultural economics, promote linkages between sub-regions and neighboring communes to build sustainable value chains from forests, livestock, and local key products.

Binh Chuan Commune is a mountainous, remote commune, located in the center of Western Nghe An, with a total natural area of 182.19 km2, a population of 4,638 people, mainly Thai ethnic people, accounting for 99.7%. The commune has 7 villages, 15 Party cells under the Party Committee with 210 Party members.
In the 2025 - 2030 term, Binh Chuan commune will focus on promoting all resources, exploiting potentials and advantages, creating new development steps, and building Binh Chuan commune to develop sustainably and comprehensively.
To achieve that goal, the draft Political Report submitted to the Binh Chuan Commune Party Congress for the 2025-2030 term identifies breakthroughs: Preserving the cultural identity of indigenous peoples, promoting the tradition of a revolutionary homeland rich in patriotism, and ensuring stability and security and order in the area.
Focus on breakthroughs in infrastructure construction, improving the quality of human resources, promoting administrative reform and digital transformation, synchronous socio-economic development, building Binh Chuan commune to develop strongly and sustainably in the direction of agricultural, service, tourism and ecological structures as a premise and driving force for socio-economic development in the Western region of Nghe An.
Driving force for Western development
Commenting on the content of the documents of the communes, the delegates' opinions suggested that the draft Political Report of the communes should be highly general, using precise and clear words; assessing more deeply the results achieved, limitations and causes during the term; analyzing the objective and subjective factors that impact and influence those results and limitations; thereby finding the causes and drawing lessons to have solutions for the next term.

Regarding the results achieved in the 2020-2025 term, it is proposed to add data on inspection and supervision of sensitive areas that are prone to violations and negativity; add data on handling complaints and denunciations against party organizations and party members; data on resolutions issued by the People's Council of the commune, and supervisions carried out by the People's Council of the commune.

The Party Committees of communes need to study, review, and consider a number of key targets that need to be focused on implementing in the next term to submit to the Congress for inclusion in the resolution according to Regulation No. 59-QD/TU, dated January 15, 2025 "on the system of socio-economic, national defense, security, Party building and political system indicators at district and commune levels for the 2025-2030 term" in accordance with the actual conditions of the locality.
Comments suggest adding socio-cultural indicators: Percentage of people who receive regular health check-ups at least once a year, and whose health is managed through electronic health records. Focus on preventive medicine; improve state management capacity for private medical and pharmaceutical practice; ensure food safety... Regarding national defense and security indicators, it is suggested to add indicators for handling complaints and denunciations...

Speaking at the conference, Head of the Provincial Party Committee's Organizing Committee Le Duc Cuong assessed: The draft documents submitted to the Congress were prepared relatively fully and thoughtfully by the communes, following the instructions of the superiors. The direction of the congress of the affiliated party organizations was completed on schedule and ensured the requirements according to regulations.
The Head of the Provincial Party Committee's Organization Board noted that communes need to closely follow Instruction No. 13 of the Provincial Party Committee Office to ensure that political reports are concise, comprehensive, easy to understand, easy to remember, easy to implement, highly actionable, easy to monitor and inspect. At the same time, review and closely evaluate the limitations and shortcomings of the past term to clearly identify the causes and have solutions to overcome them.

Regarding the goals, tasks and solutions for the 2025 - 2030 term, he suggested that communes need to set higher growth targets, and at the same time need to study and consider a number of key indicators to create determination and aspirations to rise on the basis of scientific calculations, in accordance with the actual conditions of the locality and the common goals of the province.
Along with that, identify breakthroughs and driving forces, industries, and key products to create momentum for development in the coming term.
Emphasizing that Chau Khe, Mau Thach, and Binh Chuan communes are mountainous communes with many difficulties, the Head of the Provincial Party Committee's Organization Board requested that the communes pay attention to ethnic affairs, vocational training, and creating livelihoods for the people.

The Head of the Provincial Party Committee's Organization Board also noted that in building action programs, communes must concretize resolutions, have programs, projects, and assign specific tasks to organizations and individuals responsible for consulting, directing, and completing time... to easily monitor and urge implementation.
He noted that communes need to do a good job of propaganda and launching emulation movements to welcome the Congress in a timely manner, creating an exciting atmosphere of solidarity and consensus among cadres, party members and all people.
