Head of the Nghe An Provincial Party Committee's Organization Board Le Duc Cuong disseminates new contents about Party Congresses at all levels

On the morning of May 8, comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, disseminated some new contents on organizing Party Congresses at all levels.

This is one of the contents at the Provincial Conference to study and thoroughly grasp the thematic content of 2025 "Studying and following Ho Chi Minh's ideology, morality and lifestyle"; Directive No. 42-CT/TW, dated January 16, 2025 of the Politburo; article by General Secretary To Lam on "Lifelong learning" and Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo organized by the Standing Committee of Nghe An Provincial Party Committee.

Strive to basically arrange for the Party Secretary of the commune and ward level not to be a local person.

On April 14, 2025, the Politburo issued Directive No. 45-CT/TW on Party Congresses at all levels, towards the 14th National Congress of the Party, replacing Directive No. 35-CT/TW previously issued. On that basis, the Standing Committee of Nghe An Provincial Party Committee issued Circular No. 13-TT/TU dated April 26, 2025 on Party Congresses at all levels, replacing Circular No. 09-TT/TU.

At the conference, the Head of the Organizing Committee of Nghe An Provincial Party Committee disseminated 10 new contents of Directive No. 45-CT/TW and Circular No. 13-TT/TU including: Contents of Party Congresses at all levels; criteria for Party Committee members; time to calculate age for participation in Party Committees, Governments, and the Fatherland Front; age for participation in Party Committees, Governments, and the Fatherland Front; age for re-election of Inspection Committees at all levels; structure and number of Party Committee members, Standing Committee members, and Deputy Secretaries of Party Committees; Party Committee personnel procedures; structure and number of delegates and election of delegates to attend higher-level congresses; time for conducting Party Congresses at all levels; assignment, arrangement, and implementation of regimes and policies for cadres after the congress.

Notably, regarding the criteria for Party Committee members, Directive 45 amends the time limit for holding the current position or equivalent position for cadres recommended for election to the Party Committee and (higher) positions.

Specifically, cadres recommended for election to the Party Committee, positions (higher) than the leadership of the Party Committee, the government, the Fatherland Front (including socio-political organizations) must have held the current position or equivalent position for at least 12 months (Directive 35 stipulates 2 years - 24 months); in special cases where the time to hold the position is not guaranteed, the competent authority appointing the cadre shall consider, decide and be responsible for its decision.

Regarding the time to calculate the age of participation in Party committees, authorities, and the Fatherland Front (including socio-political organizations), Directive 45 adds the time to calculate the age of participation in Party committees, authorities, and the Fatherland Front for Party committees of communes, wards, and special zones under the provincial level to July 2025. The time to calculate the age of participation in leadership positions of People's Councils, People's Committees, and National Assembly delegations is March 2026 (Directive 35 is May 2026).

Regarding the age of participation in Party committees, government, and the Fatherland Front (including socio-political organizations), Directive 45 amends and supplements new content on the age of re-election: Comrades nominated for re-election to Party committees must have at least 48 months of remaining service at the time of the Party Congress at each level (Directive 35 stipulates at least 1/2 of the term, 30 months). In special cases, personnel who are deputy secretaries of provincial and municipal Party committees must have at least 42 months of remaining service.

Cadres re-elected to Party committees may be re-elected to leadership positions in the government and the Fatherland Front (including socio-political organizations), but must have at least 36 months of remaining service at the time of election or congress of each organization (Directive 35 stipulates 18 months).

Directive 45 also adds new regulations on the age for re-election of inspection committees at all levels and assigns the Central Inspection Committee to specify and provide guidance in the direction of increasing the minimum time for re-election of inspection committees from 24 months to 42 months (an increase of 18 months compared to current regulations), ensuring consistency and consistency with the age for re-election of Party committees according to regulations of the Politburo.

Directive 45 also added: Strive to basically arrange for Party secretaries who are not local people in communes and wards and encourage this for other positions and "strive for the proportion of cadres with scientific and technological qualifications to be about 5%" in the Party Committee structure.

Regarding the structure, number of delegates and the election of delegates to the higher-level congress, Directive No. 45 amends and supplements the regulations on delegates for newly established Party Committees in the past, specifically as follows: Provincial Party Congresses shall not exceed 500 delegates (an increase of 50 delegates compared to Directive 35); Congresses of Party Committees at the higher level directly at the grassroots level shall not exceed 300 delegates (the same number as the previous district, city and town Party Committees). For Party Committees of communes and wards directly under the provincial level after consolidation and merger, the number of congress delegates shall not exceed 250. Grassroots Party Committees are assigned or piloted to assign authority to higher-level levels, with no more than 250 delegates.

The time for holding party congresses at all levels has also been adjusted, specifically: Party member congresses or grassroots congresses must not exceed 2 days, to be completed before June 30, 2025. Congresses of party delegates at the level directly above the grassroots and party committees of communes and wards must not exceed 2 days, to be completed before August 31, 2025. Provincial party congresses must not exceed 4 days, to be completed before October 31, 2025.

Regarding the time to organize model congresses, the direct superior level at the grassroots level will be in the beginning of the second quarter of 2025 (Directive 35 stipulates in the beginning of the first quarter of 2025); the level directly under the Central Government will be in the third quarter of 2025.

Will select the commune and ward party committees for model congresses after establishment.

Pursuant to Directive No. 45-CT/TW, the Provincial Party Standing Committee issued Plan No. 325-KH/TU, dated April 24, 2025, to clearly define the content, time, progress, and responsibilities of Party committees and Party organizations at all levels in preparing and organizing Party congresses at all levels.

Accordingly, up to now, the Standing Committee of Nghe An Provincial Party Committee has issued Circular No. 13-TT/TU dated April 26, 2025 on Party Congresses at all levels; Plan No. 329-KH/TU on propaganda to implement Directive No. 45-CT/TW.

In the coming time, the Provincial Party Committee's Organizing Committee will advise on the issuance of Guidelines for personnel work at Party Congresses at all levels after receiving guidance from the Central Party Committee's Organizing Committee. The Provincial Party Committee's Inspection Committee will advise on the issuance of Guidelines for inspection and supervision work serving Party Congresses at all levels immediately after receiving new guidance from the Central Inspection Committee.

In addition, the Provincial Party Committee Office is implementing the Guidance on document preparation; guidance on the regime and budget for serving Party Congresses at all levels; guidance on preparing and submitting dossiers for the Congress of Party Delegates at the level directly above the grassroots level and the Party Congress of communes and wards for the 2025-2030 term; Plan to prepare and organize the 20th Provincial Party Congress for the 2025-2030 term to be consistent with the policies and orientations under Directive No. 45-CT/TW.

Regarding the selection of units to conduct model congresses to gain experience, comrade Le Duc Cuong said: The Provincial Public Security Party Committee will continue to conduct model congresses in mid-June 2025 and the Provincial Party Committee Standing Committee will decide to select a number of commune and ward party committees immediately after the decision to establish new commune and ward party committees is made.

Regarding implementation, the Party Committees under the Provincial Party Committee shall, based on Directive No. 45-CT/TW and the Plan, develop specific plans for their localities and units, focus on leading and directing the implementation of the requirements and contents of Directive No. 45-CT/TW to ensure quality and progress.

The Standing Committee of the Provincial Party Committee requests: Specialized agencies advising and assisting the Provincial Party Committee, based on their functions and tasks, in conjunction with the tasks of the subcommittees assisting the congress, proactively advise on the implementation of assigned tasks and carry out the tasks of the Plan, guide the preparation and organization of Party Congresses at all levels to ensure quality and progress.

The Fatherland Front Committee, provincial socio-political organizations, relevant departments and branches, based on their functions, tasks and actual situation, develop specific plans to implement tasks related to the congress. Organize and launch emulation movements to achieve achievements to welcome the Party Congresses at all levels.

The Party Committee of the Provincial Party Agencies and the Provincial People's Committee Party Committee lead and direct relevant agencies to summarize the term to serve the preparation of the content of the Provincial Party Congress; arrange funding and facilities to serve the Party Congresses at all levels.

"After thoroughly understanding, we request that district, city and town Party committees closely follow the contents of Directive 45, Notice and Plan to deploy and implement," Comrade Le Duc Cuong emphasized.
