Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department chaired the approval of the Party Congresses of the communes: Tan Ky, Tan An, Tan Phu
On the morning of August 4, comrade Ngoc Kim Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, Head of Working Group No. 7 chaired the approval of the first Congress of the communes: Tan Ky, Tan An, Tan Phu, term 2025 - 2030.
Also attending were members of Working Group No. 7 according to the Plan of the Provincial Party Standing Committee; representatives of the Party Committee of the Provincial Party Committee, provincial departments and branches.

Identify the breakthrough
Tan Ky commune was established on the basis of merging 4 administrative units: Ky Tan, Nghia Dung, Ky Son and Tan Ky town.
In the 2025 - 2030 term, the commune will focus on building a clean and strong Party and political system; promoting the potential and advantages of the central commune; maximally mobilizing and effectively using all resources, determined to build Tan Ky commune to develop quickly and sustainably.

Accordingly, the Party Committee set out 30 specific targets, 5 key tasks and 3 breakthroughs: Strongly innovating leadership, direction, management and operation methods; Focusing on completing the general planning for commune construction in the period 2025 - 2030, with a vision to 2045.
Maximally mobilize and effectively use all resources to invest in a synchronous infrastructure system, especially transportation, irrigation, electricity, water, schools, rural markets, cultural - sports works and digital transformation infrastructure; Improve the quality of human resources to meet the requirements and tasks in the new development stage.


Tan An commune was established on the basis of merging and consolidating three communes: Nghia Phuc, Huong Son and Tan An (belonging to the old Tan Ky district) with an area of 90.41 km2.2, population size 22,775 people (ethnic minorities account for 18.41%, Catholics account for 2.97% of the population). Tan An commune Party Committee has 3 Party Committees and 36 affiliated Party cells, with 955 Party members.

In the 2025-2030 term, promote traditions and potentials, seize opportunities, overcome difficulties and challenges, and strive to make the commune meet new rural standards by 2030; gradually realize the aspiration of making Tan An a well-off commune in the region and the province, firmly entering the new era.
To achieve the above goal, the Party Committee sets out 28 targets in various fields with 4 key tasks and 3 breakthroughs: human resource breakthrough, infrastructure breakthrough and agricultural development breakthrough.

Tan Phu commune was established on the basis of merging 4 communes: Hoan Long, Tan Phu, Nghia Thai, Tan Xuan. The Party Committee has 52 party committees and affiliated party cells, with 1,215 party members.
In the 2025-2030 term, the Party Committee will continue to strengthen the building of a clean and strong Party and political system in all aspects; promote cultural traditions, solidarity, will and aspiration to rise up; exploit and effectively use all resources; promote innovation, creativity, and digital transformation; develop the socio-economy; maintain political stability, social order and security; improve the material and spiritual life of the people.

Based on the draft congress documents of 3 communes: Tan Ky, Tan An and Tan Phu, at the conference, members of the Working Group, representatives of leaders of departments, branches and sectors contributed many profound opinions to the Draft Political Report related to the congress theme, technical format of document presentation; assessment of leadership results in the 2020 - 2025 term; on viewpoints, goals, breakthroughs, tasks and solutions for the 2025 - 2030 term.
The meeting participants also contributed comments to the Draft Resolution of the Congress and the Congress program of the communes.
Show local efforts
Concluding the conference, comrade Ngoc Kim Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department acknowledged the sense of responsibility, initiative and efforts of the Standing Committees of the Party Committees of the communes in leading and directing the preparation work for the Congress, especially in the context of organizing and implementing the two-level local government.


He suggested that the Standing Committees of the Party Committees of Tan Ky, Tan An, and Tan Phu communes selectively absorb the opinions of the Working Group and leaders of departments and branches to continue to complete the Political Report to be presented to the congress more fully and clearly.
Accordingly, the congress theme needs to be brief, general, and reflect the goals and determination of the Party Committee of the commune in the coming term.
Regarding the technical format of document presentation, it is necessary to comply with Instruction No. 36 - HD/VPTW, dated April 3, 2018 of the Central Party Office. The system of indicators needs to be seriously developed, ensuring compliance with Regulation No. 59-QD/TU dated January 15, 2025 of the Provincial Party Standing Committee, in which, it is mandatory to have all 14 indicators as prescribed.

Regarding the content of the assessment of the results of the 2020 - 2025 term, localities need to proactively work with Nghe An Statistics to complete and unify data, ensuring completeness, accuracy and reflecting the true situation of the newly merged administrative unit.

For Tan Ky commune, which is a central area, it is necessary to set a higher growth rate target, which is determined by the commune at 11-12%/year, to ensure the average growth rate of the province is over 12%/year. Tan Ky commune needs to study to increase the average income per capita to match the potential and advantages, demonstrating the efforts of the commune and the targets of the province.

For Tan Phu commune, in terms of budget revenue and expenditure, it is necessary to supplement and evaluate the budget revenue rate for the entire term, clarify the growth rate over the years to demonstrate the local financial trends and motivations. It is recommended that the commune supplement the growth rate of the gross product in the coming period; supplement the rate of schools meeting national standards; consider adjusting the growth target to be more suitable than the province's target. The commune needs to supplement solutions focusing on supporting people to develop their livelihoods in a sustainable direction, linked to natural conditions, production practices and potentials of each region.
For Tan An commune, it is necessary to supplement solutions on internal affairs, anti-corruption and negativity; supplement clear assessment of economic restructuring during the term; supplement analysis of budget revenue structure; consider adjusting growth targets in line with the province's targets.

The Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department suggested that communes pay attention to supplementing solutions on digital transformation in the spirit of Resolution 57-NQ/TW; supplementing the task of developing the private economy in the spirit of Resolution 68-NQ/TW; in which, focusing on supporting the development of individual business households, small and medium enterprises suitable to local conditions.
Comrade Ngoc Kim Nam requested that communes urgently develop an Action Program to implement the Congress Resolution, including specific tasks, projects, and plans with key selection and priority arrangement for implementation.
