Born and raised in Xieng village, Binh Chuan commune, Con Cuong district, Minh's family was very poor, with five siblings. As the eldest child, after finishing high school, Minh stayed home to help his parents and support his younger siblings' education.

In 2002, thanks to his active participation in community work, Minh was transferred to the commune to work as a forest ranger. In 2003, he was appointed Deputy Head of the Binh Chuan Commune Police. To develop a pool of commune police officers, from 2007 to 2009, he was sent to attend a Security Intermediate Training course organized by the Provincial Police. After graduating in 2011, he was appointed Head of the Commune Police and Member of the Commune Committee of Binh Chuan Commune, Representative of the XIXth term of the Commune People's Council, and Party Committee Member for the 2010-2015 term.

Binh Chuan borders several areas such as Don Phuc, Thach Ngan (Con Cuong), Nam Son (Quy Hop), and Xieng My (Tuong Duong), which provides favorable conditions for trade but also gives rise to various types of crime, especially drug-related crimes and gambling. As the head of the commune's police force, he advised the Party committee and local government to direct the police force to effectively ensure political security and social order in the area.

On weekends, he spends his days working at the committee and his nights organizing patrols, often leaving him no time to go home to his family.

During patrols, he directed the commune police force to apprehend 5 cases/7 individuals for possessing narcotics, and handed them over to the district police for resolution. Furthermore, after receiving reports from residents that people frequently crossed the summit of Pù Huột to exchange and sell drugs, even though this was within the territory of Xiêng My commune, he actively investigated the suspects and provided information to the PC 47 Department of the Nghe An Provincial Police. Thanks to this, on March 15, 2013, the PC 47 Department of the Nghe An Provincial Police dismantled a drug trafficking ring, arresting the ringleader, Luong Van May, born in 1972, residing in Piêng Ồ, Xiêng My commune, Tuong Duong district. This was an extremely dangerous individual, a drug kingpin operating and residing on the summit of Pù Huột. Following the arrest of Luong Van May, the Chief of Police of Binh Chuan commune, Kha Van Minh, was awarded a certificate of commendation and praised as an exemplary "Good Person, Good Deed" by the Provincial Police.

Thanks to his dedication, responsibility, and creativity in his work, the Head of the Commune Police, Kha Van Minh, has received commendations from various levels. In particular, on the occasion of the 68th anniversary of the August Revolution and the 68th anniversary of the founding of the People's Police Force this year, Kha Van Minh was honored as an exemplary figure in the emulation movement "Studying and implementing the 6 teachings of Uncle Ho for the People's Police Force" within the commune police force.
