Hanoi University of Science and Technology increases tuition fees from the 2016-2017 school year

Hanoi University of Science and Technology said that the Government has approved the autonomy project with tuition fees gradually increasing from the 2016-2017 school year. However, the school has not yet implemented the new fee for current students.

Recently, the Prime Minister has signed a decision approving the pilot project of innovation in the operating mechanism of Hanoi University of Science and Technology, according to which the school is allowed to implement the autonomy mechanism in all aspects, including financial autonomy. Thus, Hanoi University of Science and Technology is the 15th public school, and the first university of science and technology (the other 14 schools are all in the economic school group) in the country to pilot the autonomy mechanism.

According to the approved project, the average maximum tuition fee for the regular university-level mass program will increase gradually over the 3 academic years. Specifically, the average tuition fee for the 2016-2017 school year is 14 million VND/year, the 2017-2018 school year is 16 million VND, and the 2018-2019 school year is 18 million VND.

However, according to Associate Professor Dr. Tran Van Top, Vice Principal of Hanoi University of Science and Technology, because the project was approved in early October 2016, when the 2016-2017 school year had already started for more than a month, and the latest enrollment period had taken place 2 months earlier, the school will not apply the new tuition fee schedule from this school year (including for the newly enrolled course).

Only for students who will enroll from the 2017-2018 school year onwards, Hanoi University of Science and Technology will implement a new tuition fee collection and management mechanism. Specifically: the maximum average tuition fee for the regular university-level mass program in the 2017-2018 school year is no more than 16 million VND/year, and in the 2018-2019 school year is no more than 18 million VND/year.

“According to State regulations, for students who enrolled before October 2016, the school is allowed to collect tuition fees not exceeding 20% ​​of the tuition fee ceiling prescribed for mass university-level training programs at public educational institutions, which have not yet secured regular and investment expenses; the maximum increase in the following year is not more than 30% of the previous year. Thus, for students of Hanoi University of Science and Technology who enrolled before October 2016 (K61 and earlier), the tuition fee ceiling for this school year is about 9.5 - 9.6 million VND/year," said Mr. Top.

Mr. Top also said that, if this regulation is properly implemented, in the 2016-2017 school year, Hanoi University of Science and Technology will have a budget deficit of about 80 billion VND compared to the 2015-2016 school year, because from last year onwards, the school was still subsidized by the State and provided financial support based on the number of students.

According to Mr. Top, although financially autonomous, in all cases, Hanoi University of Science and Technology always commits to ensuring that students still enjoy the benefits prescribed by State policies. Specifically, the school will support the entire difference between the school's tuition fees and the tuition fees exempted or reduced according to State regulations for students who are eligible for tuition exemption or reduction according to regulations, starting from the enrollment period after October 2016.

In addition, the school also builds and implements scholarship policies and study incentives for excellent students and students who are policy beneficiaries. “The school commits that the tuition fee increase will be used to improve facilities, classrooms, laboratories and improve training quality. Currently, 80% of classrooms are equipped with air conditioning, projection screens, projectors, sound systems and especially free wifi. The school will gradually improve the conditions and learning environment for students,” Mr. Top affirmed.
