'Special case': The country needs leaders with courage, talent and prestige

In less than a month, the 13th National Congress of the Party will officially begin. This is a major political event of the country. On the eve of the Congress, personnel preparation work is considered to be more systematic, rigorous and better than many previous Congresses, especially the 12th Congress. In an interview with VOV, Associate Professor, Dr. Dao Duy Quat - former Deputy Head of the Central Propaganda Department, expressed his interest in selecting "special cases" to be introduced to the Central Committee and the Politburo of the next term, and at the same time supported the public and transparent list of candidates planned for the Central Executive Committee for the Front to monitor.

“Special case”: Enough courage, talent, prestige

“As far as I know, from the 13th to the 14th conference, the Central Committee voted to introduce personnel to join the official Central Committee, alternate Central Committee members and members of the Central Inspection Commission of the 13th tenure. Based on the plan to develop personnel plans for the Politburo and Secretariat of the 13th tenure, based on the findings and recommendations of the Central Executive Committee, the Politburo reviewed, discussed and voted to approve the planning of the Politburo and Secretariat of the 13th tenure. This planning is the result of studying and summarizing the work of preparing personnel for the Politburo and Secretariat of the recent tenures, focusing on studying and summarizing a number of issues regarding standards, conditions, age, number, methods of doing things and drawing lessons as a basis for developing personnel plans and plans for the Politburo and Secretariat of the 13th tenure. At the 14th Central Conference, the Central Executive Committee discussed democratically and thoroughly, voted with great consensus high-ranking personnel participating in the 13th Politburo and Secretariat, including re-elected personnel and first-time personnel".

Former Deputy Head of the Central Propaganda Department Dao Duy Quat said so, and emphasized: The Central Executive Committee assigned the Politburo and the Personnel Subcommittee to continue reviewing, supplementing, and perfecting the proposed personnel plans to report to the Central Executive Committee for consideration and decision at the upcoming 15th Central Conference. Accordingly, the Central Committee will consider and introduce "special cases" such as Central Committee members (over 60 years old) re-elected to the 13th Central Executive Committee and Politburo members (over 65 years old) participating in a number of key leadership positions of the 13th term.

According to Associate Professor, Dr. Dao Duy Quat, in the coming term, key leaders will play an extremely important role together with the Central Executive Committee to seize opportunities, overcome all difficulties and challenges, strengthen leadership, build a clean and strong Party and political system in all aspects, improve the leadership capacity, governing capacity and fighting strength of the Party, consolidate people's trust in the Party, the State and the socialist regime; promote creativity, will and aspiration for development, the strength of the entire nation, socialist democracy, combine the strength of the times, comprehensively promote the cause of innovation, industrialization and modernization of the country; focus on innovation, creativity, rapid and sustainable development of the country, firmly protect the Fatherland, maintain a peaceful and stable environment, strive to make our country a socialist-oriented developed country by the middle of the 21st century.

During the 12th term, the Politburo and key leaders, headed by General Secretary and President Nguyen Phu Trong, have made great contributions in leading the entire Party, people and army to unite, strive to overcome many difficulties and severe challenges, successfully implement key goals and tasks, and achieve many very important achievements. The country continues to develop rapidly and comprehensively. The country's potential, position and prestige have been significantly enhanced, and the country's future is bright.

"Therefore, the courage, talent, prestige, and rich experience, leadership, and direction of some key comrades of the 12th term are very necessary for the leadership of the 13th term" - Mr. Dao Duy Quat affirmed, and at the same time said: At the upcoming 15th Central Conference, the Central Committee will carefully consider the personnel plans for "special cases" with the awareness of the interests of the Party, the nation, and the people, deciding to vote on the number and personnel of "special cases".

Mr. Quat cited: In different political systems in the world, having elderly leaders is also a very normal thing. They also need people with special abilities in handling strategic issues.

“In terms of procedures, it is not different from previous terms, but this time, in my understanding, the “special case” is that the Central Committee highly values ​​strategic vision, steadfastness and must be a true moral example. This is drawn from the practice of the recent struggle to build and rectify the Party. In the 12th term, we had to discipline 3 Politburo members. That is not simple at all. It is entirely due to shortcomings from previous terms. What the people in general and cadres and party members in particular are concerned about is why such incidents happen. It would be better if we did not let cadres with shortcomings “slip” into the apparatus.”

Publicize the planning list to the Central Committee: The Front represents the people to supervise

Currently, the process of selecting cadres is quite strict, but according to Mr. Dao Duy Quat, if we want to avoid cadres from "leaking" then the best way is to be public, transparent, democratic and rely on the people to build the Party and the State. Publicize the standards, processes and publicize the list of planning to the Central Committee. If made public, the Fatherland Front at all levels can contribute opinions, supervise and criticize, helping the leadership agency to have a more comprehensive and accurate assessment. Through the handling of violations of more than 110 cadres under the management of the Politburo and Secretariat during the 12th term, it shows that most of these violations occurred in the 10th and 11th terms. This reality makes us aware of a problem: the process and steps of selecting personnel for Party congresses at all levels, leading up to the 12th Congress, still have loopholes that allow many cadres and party members with serious violations to "slip through the net".

“Publicity and transparency are the most comprehensive and thorough solutions to build the Party and the State, making the Party's guidelines more perfect and correct. In personnel work, it is also necessary to be more public because this is the key of the key. The Front is an organization that represents the people, representing the people's right to mastery. If there is a regulation on criticism and supervision of personnel work, it would be great. Supervision of which stage? It may only be the introduction stage, then I think that the highest agency of the Party will have the best personnel preparation before submitting it to the Central Committee,” said the former Deputy Head of the Central Propaganda Department.

Mr. Dao Duy Quat said that assigning the Fatherland Front to supervise personnel work at all levels of Party committees is well-founded.

The Party Charter, in the section “The Party and basic issues on Party building”, states: “The Communist Party of Vietnam is the ruling party, respects and promotes the people’s right to mastery, is subject to the people’s supervision, and relies on the people to build the Party. Unites and leads the people to carry out the revolutionary cause. The Party leads the political system and is at the same time a part of that system. The Party leads, respects and promotes the role of the State, the Vietnam Fatherland Front and socio-political organizations.” In the Platform “Supplement and Development in 2011”, from the rich practice of the revolution, our Party has drawn 5 great lessons, including the lesson: the revolutionary cause is of the people, by the people and for the people. It is the people who make the historic victories. All activities of the Party must originate from the interests and legitimate aspirations of the people.

The strength of the Party is its close connection with the people. Bureaucracy, corruption, and alienation from the people will lead to immeasurable losses to the destiny of the country, the socialist regime, and the Party.

Thoroughly understanding the above ideological viewpoints, in the cause of innovation, our Party has innovated its leadership method, innovated the Fatherland Front and people's organizations, and promoted the role of the Fatherland Front in carrying out the key task of building the Party in terms of politics, ideology, organization and ethics. In the Resolution of the 12th Central Committee, Session 4 on strengthening Party building and rectification, the role of the people and the Fatherland Front and socio-political organizations is also emphasized. In this solution, the Resolution of the 12th Central Committee clearly states: Party committees and authorities at all levels must thoroughly grasp and strictly implement Decision No. 217-QD/TW and the regulations on supervision and social criticism of the Fatherland Front and socio-political organizations and the people participating in Party building and government building. Seriously and effectively implement the motto: people know, people discuss, people do, people inspect in participating in Party building and rectification.

Looking at the work of Party building and rectification in the 12th tenure, Associate Professor, Dr. Dao Duy Quat said: Resolution 4 of the 12th Central Committee is a great step forward, a beacon to synchronously implement 4 solutions to make the Party more mature and stronger. The more we promote the fight against corruption, bureaucracy, and waste, the more the country develops. We fight to eliminate negative factors, making the Party and the country stronger, trusted and supported by the people.
