Cases where imported cars are refused registration
From October 1, the Ministry of Transport announced four more administrative procedures in the field of vehicle registration, including procedures for issuing certificates for imported motor vehicles.

Under new regulations, the Vietnam Register has the right to refuse to accept registration applications for inspection in cases where cars pose a threat to safety or the environment.
The Vietnam Register also refuses in cases where the importer does not present the vehicle for inspection for the previous shipment and it has been more than 15 days since the date of opening the registration file for inspection (except in cases of force majeure).
Also according to new regulations from October 1, the procedures for granting certificates of technical safety and environmental protection quality for imported motor vehicles (according to Decree No. 60/2023/ND-CP) are as follows:
For car models imported into Vietnam for the first time, at the time of registration for inspection, the importer must provide documents specified in Decree No. 60/2023/ND-CP.
As for the certificate of origin, in case of electronic submission, the importer shall submit one representative copy for each type on the National Single Window Portal and additionally submit all original certificates of origin of the vehicles in that imported shipment to the Vietnam Register before actual vehicle inspection.
For vehicle types that have been granted a certificate of technical safety and environmental protection for imported motor vehicles according to the provisions of this Decree, at the time of registration for inspection, the importer must provide the prescribed documents.
As for the certificate of origin, in case of electronic submission, the importer shall submit one representative copy for each type on the National Single Window Portal and additionally submit all original certificates of origin of the vehicles in that imported shipment to the Vietnam Register before actual vehicle inspection.
The importer is responsible for providing the certificate number of technical safety and environmental protection quality of imported motor vehicles issued by the Vietnam Register for the same type of vehicle in the first inspection registration file so that the inspection agency has a basis to retrieve documents to serve the inspection work.
The Vietnam Register receives, checks the registration documents and returns the results within a maximum of 1 working day.
Specifically as follows: In case the registration dossier for technical safety and environmental protection quality inspection is complete according to regulations, the Vietnam Register signs the confirmation on the registration for technical safety and environmental protection quality inspection, the system automatically issues the registration number for inspection and sends it to the National Single Window Portal (for electronic dossiers) or the Vietnam Register issues the registration number for inspection, signs the confirmation on the Registration for technical safety and environmental protection quality inspection, and returns it to the importer (for paper dossiers) for the importer to carry out import procedures with the border customs authority.
In case the inspection registration dossier is not sufficient according to regulations, the Vietnam Register shall notify on the National Single Window Portal (for electronic dossiers) or notify (for paper dossiers) for the importer to supplement or modify.
The Vietnam Register has the right to refuse to accept the registration application for inspection and notify the importer on the National Single Window Portal (for electronic applications) or notify (for paper applications) in the cases mentioned above.
