The Ministry of Transport has just requested the Vietnam Register to report the number of unused BMW cars imported into Vietnam by Euro Auto Joint Stock Company that have been granted Technical Safety and Environmental Protection Certificates.

In addition, the Registry Department must report the origin of imported goods into Vietnam; inspection and certification methods and related documents for each imported shipment. The time for reporting imported goods is from January 1, 2013 to present. The deadline for reporting to the Ministry is before April 25,” the Ministry of Transport stated.

In addition, the Ministry of Transport requested the Department of Registration to review all procedures for registering imported vehicles, propose amendments to the regulations that are not yet strict and inadequate in management to update the draft Circular regulating the inspection of technical safety and environmental protection quality of imported motor vehicles (replacing Circular No. 31/2011/TT-BGTVT and Circular No. 55/2014/TT-BGTVT) which the Department is completing to submit to the Ministry.

Previously, according to the information reported, the Ministry of Finance issued a document on November 30, 2016 requesting the General Department of Customs to temporarily suspend customs clearance of imported BMW cars, except for those with diplomatic privileges and exemptions.

According to the representative of the Ministry of Finance, through inspection and examination of the import of complete automobiles of the European Automobile Joint Stock Company, the authorities have determined that there were violations. Specifically, the company arbitrarily consumed goods (imported BMW automobiles) without customs clearance during the time assigned for storage pending completion of customs clearance according to regulations.

In addition, the company intentionally did not provide certificates of origin (C/O), records, certificates, and documents of BMW cars imported by the company, and showed signs of fraud and deception to customers. According to the assessment, the company even used fake documents such as sales contracts, commercial invoices, etc. to import BMW cars.

Regarding fraudulent commercial activities, Euro Auto has responded to this matter and affirmed that it is explaining to the management agency and aiming to ensure customer rights.

Immediately afterwards, General Director of the General Department of Customs Nguyen Van Can suspended Mr. Duong Phu Dong, Director of the Post-clearance Inspection Department, to clarify responsibilities related to the import of BMW cars by Euro Auto Joint Stock Company.
