10 defendants prosecuted for inflating prices of anti-epidemic equipment
Mr. Nguyen Nhat Cam (former Director of CDC Hanoi), Nguyen Vu Ha Thanh (Head of Finance - Accounting Department of this unit), Le Xuan Tuan (staff of CDC Hanoi) and 7 other defendants were proposed to be prosecuted for the crime of Violating bidding regulations causing serious consequences.
On September 12, the Ministry of Public Security's Investigation Police Agency completed the investigation conclusion on the case of fraud in the purchase value of testing systems.SARS-CoV-2occurred at CDC Hanoi and some related units.

According to the investigation conclusion, when Hanoi increased the need for testing to prevent and control the Covid-19 epidemic, the Hanoi CDC purchased an automatic Realtime PCR system to test for SARS-CoV-2.
During the implementation process, Hanoi CDC cooperated with Vietnam Scientific and Commercial Materials Company Limited, Nhan Thanh Asset Valuation and Auction Joint Stock Company, Vitech Scientific Development Company Limited and Phuong Dong Medical Equipment Company Limited to purchase materials through designated bidding.
According to the investigation results, the price of the equipment system when imported to Vietnam was about 2 billion VND. However, the defendants at CDC Hanoi and the companies colludedinflated prices of materials3 times higher.
According to the assessment of the authorities, Mr. Nguyen Nhat Cam and 9 defendants must be responsible for the damage of more than 5.4 billion VND. During the investigation, the defendants confessed to their crimes, voluntarily remedied the consequences and returned the money.usurp
In addition, the investigation results showed that the authorities did not have enough evidence to prove that former CDC Director Nguyen Nhat Cam benefited personally in the agreement to deduct a percentage of the bid package value.
On April 22, the investigation agency initiated a case of Violating bidding regulations causing serious consequences at the Hanoi CDC, and prosecuted 7 defendants. On September 1, the Ministry of Public Security prosecuted 3 more defendants.
The case was then put under the monitoring and direction of the Central Steering Committee on Anti-Corruption.
