Prosecution of Director and Staff of Registration Center for Receiving Bribes

Hanoi People's Procuracy has just issued an indictment.prosecuteDefendants Nguyen Van Thai (born in 1980, Director of Motor Vehicle Inspection Center No. 29-14D), Do Van Dat (born in 1986, Deputy Director) and 3 employees of Motor Vehicle Inspection Center No. 29-14D including: Pham Quang Huan (born in 1994), Pham Van Hung (born in 1991), Nguyen Hoang Long (born in 1988) for the crime of "Receiving bribes" as prescribed in Article 354, Clause 2, Point a, d - Penal Code.
According to the indictment, the Motor Vehicle Inspection Center No. 29-14D has been operating since March 28, 2018, at the Thanh Oai Industrial Cluster, Bich Hoa Commune (Thanh Oai District, Hanoi), with Nguyen Van Thai as the Executive Director. In 2020, Nguyen Van Thai directed the Deputy Director of the Center and inspectors to conduct vehicle inspections if they discovered vehicle errors such as: emission inspection index, lighting, paint color, tire size, vehicle body size, sideslip, etc., to discuss with the vehicle owner so that when they paid, the errors would be ignored and a vehicle inspection certificate would be issued.

Pham Van Hung and Nguyen Hoang Long were the ones who received money from vehicle owners who came to register and then assigned Pham Quang Huan to summarize and report to Thai to distribute to inspectors and employees of the Center on a monthly basis. With the above method, from May 5 to August 2, 2022, Pham Van Hung received money from many individuals, organizations, and vehicle owners with a total amount of more than 65 million VND.
Investigation documents collected determined that, in addition to salary, defendant Nguyen Van Thai received 700 million VND, Do Van Dat received about 100-150 million VND; Pham Quang Huan, Pham Van Hung and Nguyen Hoang Long each received 150 million VND. The total amount of money that the leaders of the Motor Vehicle Inspection Center No. 29-14D, inspectors and professional staff received from vehicle owners for inspection in addition to the prescribed fees was 1.728 billion VND, of which (bribes were nearly 70 million VND and illegal profits were over 1.658 billion VND).
To date, the leaders, inspectors and professional staff of the 29-14D Motor Vehicle Inspection Center have submitted to the Investigation Police Agency, Hanoi City Police the entire amount of money they received, which is 1.728 billion VND. At the Investigation Agency, the defendants Nguyen Van Thai, Do Van Dat, Pham Quang Huan, Pham Van Hung, Nguyen Hoang Long and the employees of the Inspection Center sincerely confessed to their crimes and those of their accomplices as above. The defendants and related people have submitted the entire amount of money they misappropriated to remedy the consequences.
