Prosecution of former National Assembly delegate Chau Thi Thu Nga
On 13/1, the Supreme People's Procuracy issued an indictment to prosecute Ms. Chau Thi Thu Nga (52 years old, former member of the 13th National Assembly) for fraud and property appropriation.
Ms. Nga is the former Chairwoman of the Board of Directors and General Director of Housing Group.
In the same case, 8 other defendants were prosecuted for the same crime, including: Nguyen Truong Son (49 years old), Nguyen Vu Hung (52 years old), Phan Thanh Tuyen (57 years old), Dinh Phuc Tien (57 years old), all former deputy general directors of Housing Group, Pham Thi Thu Hanh (37 years old), former chief accountant, Doan Thanh Thuy (35 years old), former acting chief accountant, Nguyen Thi Tinh (57 years old) and Luu Thi Thuy (34 years old), all former directors of Housing Group real estate trading floor.

Housing Group was established in 2000 with Ms. Chau Thi Thu Nga owning 100% of the shares. Ms. Nga asked several other individuals to hold shares so that the company could operate as a joint stock company. All activities of Housing Group are decided by Ms. Nga.
The indictment stated that among the land that Hanoi Import-Export and Development Construction Investment One Member Co., Ltd. (HAIC Company) was assigned and leased by the State to serve production and business purposes, there was area B5 Cau Dien with an area of over 28,000 m2 located in the resettlement construction project of the Hanoi urban traffic development project.
Since 2008, Ms. Nga and Mr. Nguyen Van Tuan, Chairman of the Board of Directors and General Director of HAIC Company, signed an investment cooperation contract on the implementation of the investment project to build an apartment complex and garden villas at the B5 Cau Dien land lot.
However, when the project had not been approved by the competent authority and granted a construction permit, and had not been allowed to mobilize capital from customers, Ms. Nga directed the mobilization of capital from customers without an investment license, and directed the trading floor to use unapproved drawings for transactions to gain customers' trust...
According to the indictment, from 2009 to 2013, Ms. Nga and defendants authorized by her signed more than 700 capital contribution contracts, illegally collecting more than 377 billion VND from investors.
The investigation results determined that, of the total amount collected from this customer, Ms. Nga paid nearly 29 billion VND to the customer to withdraw capital, the rest was spent for personal purposes, capital investment and buying shares with a number of other companies...
Notably, the indictment stated that Ms. Nga confessed to spending more than 47 billion VND to “run” the project and to run for the 13th National Assembly. However, those who Ms. Nga said gave money to help her do these things did not admit it.
The indictment also identified the remaining 8 defendants as leaders and employees of Housing Group. Although they knew that the B5 Cau Dien project was not yet allowed to mobilize capital from customers, they still conducted transactions, signed contracts, and signed receipts to help defendant Chau Thi Thu Nga appropriate customers' money.
