Prosecution of former National Assembly delegate Chau Thi Thu Nga for fraud and property appropriation
The Supreme People's Procuracy has just served an indictment against Ms. Chau Thi Thu Nga, former National Assembly delegate, former Chairwoman of the Board of Directors of Housing Group, and 9 accomplices.

This indictment dated July 26, 2017 replaces the previous indictment issued on January 12, 2017 by the Supreme People's Procuracy.
According to the indictment of the Supreme People's Procuracy, Ms. Chau Thi Thu Nga and 9 accomplices in this case were prosecuted for the crime of "fraudulent appropriation of property" occurring at the Housing Group Joint Stock Company.
Defendant Chau Thi Thu Nga (52 years old), former National Assembly delegate of Hanoi City Delegation, 13th term, former Chairwoman of the Board of Directors, former General Director of Housing Group.
According to the prosecution's accusation, the B5 Cau Dien project is located in the land area assigned by the state to Hanoi Development Construction Investment and Import-Export One Member Co., Ltd. (HAIC Company) to serve production and business.
In August 2008, Ms. Chau Thi Thu Nga and Mr. Nguyen Van Tuan, Chairman of the Board of Directors and General Director of HAIC Company, signed an investment cooperation contract on the implementation of the investment project to build an apartment complex and garden villas at the B5 Cau Dien land lot.
Accordingly, HAIC Company contributes 40% capital by land use value, assets on land and cash.
However, when the project had not been approved by the competent authority and granted a construction permit, and had not been allowed to mobilize capital from customers who wanted to buy apartments in this project, Ms. Chau Thi Thu Nga directed her employees to provide false information about the legal status, progress of the B5 Cau Dien project and many other deceitful tricks to make customers trust and contribute money to Housing Group Company to buy future apartments.
According to the indictment, Ms. Chau Thi Thu Nga and her accomplices signed 752 capital contribution contracts, collected more than 377 billion VND from customers, and committed to transferring the right to use 752 apartments.
In October 2013, the Investigation Police Agency - Ministry of Public Security began an investigation after many investors filed complaints against Ms. Chau Thi Thu Nga.
The indictment determined that of the more than 377 billion VND collected from customers, Ms. Nga paid nearly 29 billion VND to 43 customers who withdrew capital; the remaining amount of nearly 349 billion VND, Ms. Nga appropriated and used up, and up to now has no ability to pay customers and does not have apartments to deliver to customers.
