From 0:00 on April 28, open rice export declaration within April quota
From 0:00 on April 28, an additional 53,321 tons of rice were added back to the rice export quota for April 2020 due to some canceled declarations.
The General Department of Customs has just issued urgent document No. 2720/TCHQ-GSQL to the Vietnam Chamber of Commerce and Industry (VCCI), the Vietnam Food Association, rice exporting enterprises, and customs departments of provinces and cities regarding rice export registration.
The General Department of Customs said that following Official Dispatch No. 2638/TCHQ-GSQL (dated April 24) of the General Department of Customs regarding customs declarations that have been registered within the quota of 400,000 tons of rice, but after 15 days, the declaration will be canceled according to the provisions of Article 22, Circular 38/2015/TT-BTC amended and supplemented by Circular No. 39/2018/TT-BTC.

According to customs statistics as of 9:00 a.m. on April 27, the amount of rice in the canceled declarations was 53,321 tons and continued to be updated as of 0:00 a.m. on April 28.
According to Decision No. 1106/QD-BTC dated April 10 of the Minister of Industry and Trade, the amount of goods that cannot be exported will be added back to the rice quota allowed to be exported in April 2020.
As announced in Point 2, Official Dispatch No. 2638/TCHQ-GSQL, the General Department of Customs established the VNACCS/VCIS System for enterprises to register customs declarations for the recovered rice export quota of April 2020 from the above-mentioned canceled declarations from 0:00 on April 28, 2020.
The General Department of Customs noted that the customs departments of provinces and cities that receive this document shall notify rice exporting enterprises in the area for implementation./.
