Will road toll stickers on vehicle windshields be removed from January 1, 2026?

Mr. Minh replaced his broken windshield and was told by someone at the garage, "From this year onwards, it's no longer necessary to affix the road usage fee sticker on the windshield." Mr. Minh is wondering: Will the road usage fee sticker on vehicle windshields be removed from January 1, 2026? Will he be fined if he doesn't have the sticker? This is a concern of Mr. Nguyen Hoang Minh (Thuan Trung commune, Nghe An province).

Reply:From January 1, 2026, the practice of affixing road usage fee stickers to vehicle windshields has been officially abolished.

Specifically, Decree 90/2023/ND-CP - the document regulating the collection of road usage fees and the issuance of fee payment stamps through vehicle inspection units - has expired since January 1, 2026.

Replacing this decree, on December 31, 2025, the Government issued Decree 364/2025/ND-CP, effective from January 1, 2026, regulating the rates, collection methods, payment, exemption, management, and use of road usage fees collected per vehicle for automobiles.

Specifically, Clause 1, Article 7 of Decree 364/2025/ND-CP stipulates the calculation, declaration, collection, and payment of road usage fees as follows:

Article 7. Calculation, declaration, collection and payment of fees

1. For motor vehicles registered in Vietnam by organizations and individuals, excluding motor vehicles of the military and police forces as stipulated in Clause 2 of this Article.

a) For vehicles undergoing their first inspection or exempted from the first inspection, the road usage fee is calculated from the date the Inspection Certificate is issued. For modified vehicles, any fee changes (if applicable) are calculated from the date the Modification Certificate is issued. For passenger vehicles with up to 8 seats (excluding the driver's seat) when converting from non-commercial to commercial transport vehicles and vice versa, the fee changes are calculated from the date the Motor Vehicle Transport Business License is issued or the Decision to Revoke the Motor Vehicle Transport Business License is issued by the competent authority in accordance with the law on road transport activities.

b) For motor vehicles with an inspection cycle of one year or less, the vehicle owner shall pay the inspection fee for the entire cycle in the manner prescribed in Clause 3 of this Article. After the deadline for paying the inspection fee for the cycle, the vehicle owner must go to the vehicle inspection facility for inspection and pay the fee for the next inspection cycle.

c) For motor vehicles with inspection cycles of 24 or 36 months, the vehicle owner shall pay the road usage fee for 12 months or for the entire inspection cycle as prescribed in Clause 3 of this Article. After the annual or inspection cycle fee payment period expires, the vehicle owner must go to the vehicle inspection facility for inspection and pay the fee for the next period.

d) If the vehicle owner brings the vehicle for inspection before or after the prescribed inspection cycle, the inspection facility will inspect the vehicle and calculate the fee amount from the end of the previous payment period until the end of the next inspection cycle (if the next inspection cycle is more than 12 months, the vehicle owner can pay for up to 12 months or the entire inspection cycle). If the fee calculation period is not a whole month, the fee payable will be calculated by dividing the number of odd days by 30 days and multiplying by the monthly fee rate.

Notably, Decree 364/2025/ND-CP no longer stipulates the issuance and management of road usage fees using stickers affixed to the windshield as before. Fee collection and management are now carried out through vehicle registration data, payment deadlines, and the vehicle management database.

Therefore, from January 1, 2026, vehicle owners are no longer required to affix road usage fee stickers to their windshields. Not affixing the road usage fee sticker is not a violation and will not be penalized. However, the obligation to pay road usage fees must still be fulfilled in full and on time according to the new regulations.
