From October 1, health insurance card number will be replaced by social insurance code.

The new social insurance book number and health insurance card will have the same series of numbers called the social insurance code.

Mr. Nguyen Van Hieu, Deputy Head of Book and Card Department, Vietnam Social Security, said that the social insurance book number and health insurance card will be replaced by the social insurance code. The social insurance code issued to the participant is the last 10 characters of the health insurance card, which will not change during the process of participating, paying and receiving social insurance and health insurance.

In Hanoi, the issuance of social insurance books and health insurance cards according to social insurance codes will be implemented from August 1. From October 1, the issuance of books and cards will be implemented nationwide when the proportion of participants who are synchronously managed according to social insurance codes reaches 70% or more.

According to Mr. Hieu, this is the basis for the social insurance agency to complete the database to manage participants by household and reduce administrative procedures, creating favorable conditions when resolving policies. In the long term, this solution will overcome the current situation of one person having multiple social insurance books and health insurance cards.

In addition, when replacing the health insurance card code with the social insurance code, the management data is updated on the time of participating in health insurance for five consecutive years and the part of the self-paid medical examination and treatment expenses exceeding six months of basic salary in the fiscal year. From there, the time of exemption from co-payment of medical examination and treatment expenses is determined (the health insurance fund pays 100%).

During the time waiting for synchronization and issuance of social insurance codes; social insurance books and health insurance cards that have been issued but have not been changed or reissued according to the new model are still valid until they are reissued. Vietnam Social Security requires provinces to speed up the process of reviewing and synchronizing data, giving priority to issuing social insurance codes and exchanging new cards for students and people whose health insurance cards have expired before December 31, 2017.
