From October 1st, traffic violations will be detected via surveillance cameras on some expressways.

At a meeting reviewing the progress of the BOT-based project to install surveillance cameras for traffic violation enforcement, held on July 30th, Deputy Minister of Transport Nguyen Hong Truong stated that the camera system will be inaugurated and enforcement via surveillance cameras will begin simultaneously on the pilot sections of the route no later than October 1st.

Specifically, the pilot program will be implemented on the Phap Van - Cau Gie expressway (Phap Van - Ninh Binh section) and the Noi Bai - Lao Cai expressway (Noi Bai - Phu Tho section).

Currently, FPT Group is the main technology consultant for the Noi Bai - Lao Cai expressway section (Noi Bai - Phu Tho section), while Hanel Company will be the technology consultant for the Phap Van - Cau Gie expressway section (Phap Van - Ninh Binh section).

In addition, the Phap Van - Ninh Binh section of the route previously had a monitoring system implemented by the Ministry of Public Security, and there are currently three control centers on this route.

Currently, the Phap Van - Cau Gie expressway is equipped with fiber optic infrastructure and 70 surveillance cameras. The Noi Bai - Lao Cai expressway has completed 120km of fiber optic cable, although it has not yet been equipped with surveillance cameras.

The investor will proceed by leveraging existing resources while simultaneously completing the technological solution and reporting it to the Ministry of Transport.

At the meeting, Deputy Minister Nguyen Hong Truong requested that the units (BOT investors, technology and equipment suppliers Hanel and FPT, and the C67 police agency - Ministry of Public Security) and the Vietnam Expressway Investment and Development Corporation (VEC) agree on the type of equipment and installation locations of traffic violation enforcement surveillance cameras on the pilot sections of the route.

In addition, Deputy Minister Nguyen Hong Truong requested that Hanel and FPT, after conducting surveys and developing technical and technological plans for the project, promptly seek opinions from C67 and submit them to the Vietnam Road Administration and the Public-Private Partnership Project Investment Management Board for compilation and submission to the Ministry of Transport for approval.

Specifically, the Ministry of Transport requested C67 - Ministry of Public Security to develop a plan for handling violations using images on the pilot sections; to implement it publicly and transparently so that people are aware, can monitor, and agree; and to coordinate with BOT toll stations to penalize overloaded vehicles using dynamic weighing.

Concluding the meeting, Deputy Minister Nguyen Hong Truong requested that agencies and units urgently complete the relevant tasks to approve the Project before August 10, 2015, proceed with implementation in August 2015, and at the latest by October 1, 2015, inaugurate the installation of the camera system and begin issuing fines via surveillance cameras simultaneously on the pilot sections of the route.
