Starting today (February 1, 2023), vehicle owners or legal vehicle managers can look up vehicle registration data records, motorcycles, motorbikes, etc. on the website of the Vietnam Register.

Circular No. 28/2022/TT-BGTVT dated November 29, 2022 of the Ministry of Transport regulating the management, maintenance, sharing and ensuring the security of vehicle registration data information, will take effect from February 1. Notably, vehicle registration data information of cars, motorbikes, motorcycles, etc. under the management of the Ministry of Transport is connected to a shared database and shared with agencies, organizations and legal owners and managers of vehicles.

Basic information about cars, motorbikes, scooters, special-purpose vehicles, etc. can all be looked up online from February 1.

For cars, the minimum registration information data shared includes a total of 27 items such as: Management number, license plate, place of registration, vehicle status, registration date, registration expiry date, brand, engine number, country and year of manufacture, number of people allowed to carry (sitting, lying, standing), allowable weight for traffic participation, package size, box size,...

For motorbikes and scooters, the minimum information shared includes 13 items such as: Origin (domestic or imported vehicle), certificate number, certificate issuance date, year of manufacture, trade name, frame number, engine number, capacity, weight, vehicle size,...

The vehicle registration database is created by the registration unit, updated to the data system and the Vietnam Register integrates, connects and shares it into the shared database of the Ministry of Transport. Subjects provided and shared with registration data include: agencies serving State management; legal vehicle owners or managers; other organizations and individuals upon request.

A representative of the Vietnam Register said that the connection, sharing and reception of vehicle registration data records are done through an online electronic environment or in writing. This public data helps authorities and vehicle owners easily compare with the actual vehicle that needs to be identified.

For vehicle owners, vehicle registration data can be accessed via the website of the Vietnam Register (no account or password required).

In addition, vehicle owners are requested to request the Department of Registration and the registration unit to provide information about their vehicles in written form (the request must clearly state the purpose of use and the vehicles that need to be shared), but must pay a fee according to regulations of the Ministry of Finance.
