From July 1st, civil servants and public employees will receive adjusted salaries.
According to a new government decree, from July 1st, a basic salary will be applied to officials, civil servants, public employees, and members of the armed forces, replacing the minimum wage. The basic salary is set at 1,150,000 VND per month.
The Prime Minister has just issued Decree No. 66/2013/ND-CP stipulating the "basic salary level for officials, civil servants, public employees, and the armed forces." This Decree stipulates the basic salary level applicable to officials, civil servants, public employees, those receiving salaries and allowances, and workers employed in agencies, organizations, and public service units of the Party, State, and political organizations with specific characteristics.
Accordingly, the basic salary of VND 1,150,000/month is calculated and applied from July 1, 2013, and replaces the general minimum wage stipulated in documents on salary regimes and other salary-related regimes of competent authorities; employees working under labor contracts in public non-business units as decided by the Prime Minister; and employees working in the state payroll…
Previously, from May 1, 2012, the minimum wage applicable to this group was 1,050,000 VND/month.
According to the Decree, this salary adjustment is based on the State budget capacity, the consumer price index, and the country's economic growth rate. The Decree also clarifies that the Minister of Home Affairs shall provide guidance on the implementation for those receiving salaries and allowances in agencies, organizations, and units of the Party, State, political-social organizations, and associations with specific characteristics. The Minister of National Defense and the Minister of Public Security, after consultation with the Minister of Home Affairs, shall provide guidance on the implementation of regulations for those receiving salaries under their respective management.
