The person in charge of the inspection lines must also possess the skills of a highly qualified vehicle inspector.
According to the regulations of the Ministry of Transport in Circular No. 10, from July 1, 2015, the inspection of the undercarriage of passenger vehicles with 16 seats or more, trucks, and tractor-trailers with a permissible weight of 10 tons or more that have been manufactured for more than 7 years must be directly inspected and evaluated by senior vehicle inspectors. In addition, the person in charge of the inspection lines must also have the skills of a senior vehicle inspector.

According to the new regulations, a senior vehicle inspector is someone who has at least three years of experience, can translate basic automotive technical specifications into English, and has passed an advanced professional training course, receiving a senior-level certification from the Vietnam Register. Mr. Dao Ngoc Xuat, Director of the Training Center of the Vietnam Register, stated that in order to supply high-level human resources to vehicle inspection units nationwide, the center has trained and certified 220 senior vehicle inspectors since 2014.
On April 15, 2015, the center launched another training course for 48 trainees in the northern provinces and plans to open another course in the southern provinces this month.
