From July 1st, motorcyclists wearing "fashionable" helmets will be fined.
Motorcyclists who ride without helmets or who wear fashion hats will be fined between 100,000 and 200,000 VND.
The Road and Rail Traffic Police Department (PC67) of the Ho Chi Minh City Police announced that from July 1, 2014, traffic police will take action against motorcyclists, moped riders, and scooter riders who do not wear helmets, wear helmets incorrectly, or wear helmets that are not designed for motorcyclists or moped riders. This activity is in line with the National Traffic Safety Committee's plan to launch a high-intensity campaign to inspect and handle violations related to the production, sale, and use of helmets that are not designed for motorcyclists, moped riders, and scooter riders.
According to regulations, drivers and passengers on vehicles such as motorcycles, mopeds, and motorized bicycles must wear helmets designed for motorcyclists and moped riders, properly fastened. Specifically, pull the helmet straps to both sides, put on the helmet, and fasten the buckle. The straps must not be loose but must fit snugly against the chin. After putting on the helmet, check it by: using your hands to pull the helmet from the back to the front or lifting the top part in front of the forehead (or the chin part for full-face helmets) and pulling it backward; the helmet must not come off the head.

Specifically, helmets must have all three components: the outer shell, the shock-absorbing padding inside the shell (protective padding), and the chin strap. They must bear the CR conformity mark, and the helmet must be labeled with the product name, the name and address of the manufacturer, the helmet size, and the month and year of manufacture.
Previously, in order to rectify the chaotic situation in the helmet market, Minister of Transport Dinh La Thang - Permanent Vice Chairman of the National Traffic Safety Committee - signed a document directing forces to inspect and handle the problem of counterfeit helmets.
The document clearly states the mobilization of all relevant agencies and departments: the Ministry of Science and Technology, the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of Public Security, the People's Committees of provinces and cities, and media agencies... with specific tasks assigned. Looking at the content of this directive, it can be believed that counterfeit helmets will soon have no place to thrive, as all stages, from production and business to users, will be subject to inspection and penalties for violations.
Previously, Circular 06 regulating the production, import, business, and use of helmets for motorcyclists, moped riders, and scooter riders (effective from May 15, 2013) clearly defined the functions and responsibilities of each ministry. The Ministry of Science and Technology was responsible for implementing regulations on the structure, labeling, and stamps of helmets, while the Ministry of Public Security was responsible for enforcing penalties…
However, for over a year, the issues surrounding helmets have remained extremely complex, despite the mobilization of a large force and the existence of relevant laws.
