From the prohibition in Resolution 198: Journalists need to reflect again…
Mr. Nguyen Ba Hao - Deputy Director of the Department of Culture, Sports and Tourism gave Nghe An Newspaper an interview about the regulation "Strictly prohibiting media agencies, press, organizations and individuals from harassing, negative acts, providing false and inaccurate information, affecting businesses, entrepreneurs, business households and business individuals" (Clause 12, Article 4, Chapter II, Resolution 198/2025/QH15 of the National Assembly).

Reporter: Mr. Nguyen Ba Hao, on May 17, 2025, the National Assembly passed Resolution 198/2025/QH15 on a number of special mechanisms and policies for the development of the private economy. In Clause 12, Article 4, Chapter II, Resolution 198/2025/QH15 stipulates: “Media agencies, press, organizations, and individuals are strictly prohibited from engaging in acts of harassment, negativity, providing false and inaccurate information, affecting businesses, entrepreneurs, business households, and business individuals”. Meanwhile, the Press Law and the code of ethics for Vietnamese journalists also point out that press agencies and journalists must strictly implement the Constitution, laws, principles and purposes...; must practice honestly, objectively, impartially, and not for personal gain; protect justice and reason; Do not distort, falsify, or conceal the truth... So can you clarify why the National Assembly included media and press agencies in Clause 12, Article 4, Chapter II of Resolution 198/2025/QH15?
Mr. Nguyen Ba Hao:Regarding this content, in my opinion, first of all, press agencies and journalists need to reflect on themselves. Because although the Press Law and Decision No. 483/QD-HNBVN dated December 16, 2016 of the Vietnam Journalists Association promulgating regulations on professional ethics for Vietnamese journalists have clearly defined the responsibilities of press agencies and journalists in their work, in recent times, the phenomenon of reporters and journalists taking advantage of the name of the press to harass, publish and broadcast false information about businesses still occurs. Even in our province, besides the contributions of press agencies and journalists, these phenomena still exist.

Enterprises in general need the role of the press to promote their brands and spread the quality of their products; but because of that, they are very hesitant, even afraid of the press touching them, always having the mentality of "waiting for trouble, the cheeks are already swollen". Grasping this mentality of enterprises, there have been and are press agencies and journalists who take advantage of their mistakes and errors to harass and profit. The recent incident involving the Vietnam Environment and Urban Magazine is a clear example. Even the Editor-in-Chief and many key staff of this agency have been prosecuted and detained. Meanwhile, as the documents released by the investigation agency show, the organizations and individuals whose assets were extorted by the people of this magazine are all enterprises. Therefore, in order to protect businesses, business households, and business individuals from negative actions by some media agencies and press, thereby helping businesses, business households, and business individuals to be steadfast and confident in the production and business process, contributing to making the private economy the most important driving force of the national economy, the National Assembly agreed that it is necessary to include the above provision in Clause 12, Article 4, Chapter II.




Reporter: Through Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo, Resolution No. 198/2025/QH15 of the National Assembly, the development of the private economy has become a major task for the whole country. So, may I ask you, what should the press do in the current period to contribute to promoting the development of the private economy?
Mr. Nguyen Ba Hao:Recently, the General Secretary affirmed that the private economy is not only a component of the economy, but also the leading driving force for the country's growth and innovation. In a recent speech by the Prime Minister, Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development sets the goal that by 2030, the private economy will be the most important driving force of the national economy, a pioneer in the development of science and technology, innovation and digital transformation, contributing to the successful implementation of the goal of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of science and technology, innovation and national digital transformation, along with other policies and guidelines of the Party.




Therefore, in order for the private economy to develop and truly become the “leading driving force for growth and innovation in the country”, the National Assembly has passed Resolution 198/2025/QH15 on a number of special mechanisms and policies for the development of the private economy. To contribute to the development of the private economy, in the current period and in the future, journalists need to remember the Press Law and 10 regulations on professional ethics, as well as remember the prohibitions stipulated by the National Assembly in Clause 12, Article 4, Chapter II of Resolution 198/2025/QH15; at the same time, they need to accompany and truly “share the joys and sorrows” with enterprises, business households, and business individuals throughout their production and business processes.








Reporter: From the Central's decisions clearly stated in Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo; Resolution No. 198/2025/QH15 of the National Assembly, in your position as a person responsible for the field of State management of the press in the province, do you have any discussion or message for journalists in our province?
Mr. Nguyen Ba Hao:In recent years, by implementing many open mechanisms and policies, our province has attracted many domestic and foreign enterprises to invest, produce and do business; besides, it has created opportunities for many local enterprises to start up and develop. It is affirmed that the business sector and business households in the province have been contributing to creating jobs with income for many local workers, have made great contributions to the provincial budget, and actively participated in social security work. This is very commendable, and they deserve to be recognized.

From this reality and together with the Central Government's policies on private economic development, journalists need to truly be pioneers in the media front, creating trust and motivation for private economic development.
