From dialogue to action

(Baonghean) On January 15, 2013, the Standing Committee of the Anh Son District Party Committee held a dialogue with 320 Party branch secretaries from 21 communes and towns throughout the district.

The dialogue has highlighted several immediate tasks for the District Party Committee's Standing Committee: improving the quality of Party branch meetings, especially in rural areas; reforming the training, planning, arrangement, and placement of cadres; enhancing the quality and effectiveness of mass mobilization work and effectively implementing the "Skilled Mass Mobilization" movement; investing appropriately in agriculture, farmers, and rural areas, and addressing difficulties in building new rural areas; protecting infrastructure and environmental resources in the district; resolving outstanding issues related to land clearance and issuance of land use right certificates; and promptly addressing policies and benefits for meritorious individuals and contract teachers.

Many practical questions have been raised: Why is the leadership role of the Party branch still weak? Why are Party members not playing a pioneering role? How can the quality of Party branch activities be improved? Why do some district-level officials and civil servants have little contact with the people and are not truly connected to them? Why do some officials live a detached lifestyle and are not diligent in studying to improve their skills? Why are some basic construction projects invested in by the district of poor quality, causing damage to the people? Is there any manipulation of benefits for war invalids and sick soldiers, or social welfare benefits? Is there any corruption in hospitals?

It can be said that the 50 issues and questions raised in the dialogue reflected the urgent need for immediate action by the Anh Son District Party Committee. Anh Son District's approach is to use dialogue and listen to the voices from the grassroots to identify immediate tasks. The question for the Anh Son District Party Committee is how to act after this dialogue. Not only the Standing Committee and the District Party Committee must act, but also all Party and government organizations from the district to the grassroots level; the entire political system must act. The pressing questions posed to the District Party Committee's Standing Committee must be answered with concrete actions.

On September 26, 2012, prior to conducting self-criticism and collective and individual criticism sessions in accordance with Central Resolution No. 4 (11th Congress), the Standing Committee of the Que Phong District Party Committee also held a questioning and dialogue session with 194 village and hamlet Party branch secretaries throughout the district. Two months before the dialogue, the Standing Committee of the District Party Committee sent a document to the grassroots level requesting feedback on the contents of Central Resolution No. 4. As a result, many suggestions were received from cadres, Party members, and the people, compiled into 26 groups of issues concerning socio-economic development, national defense and security, and Party building. The dialogue contributed to resolving pressing issues at the grassroots level and prepared the conditions for the self-criticism and criticism session to implement Central Resolution No. 4 through practical actions.

Following Que Phong and Anh Son, many other districts will organize dialogues to address urgent issues immediately after self-criticism and criticism sessions on the implementation of Central Resolution No. 4. The important thing is that dialogue must lead to concrete action. Regardless of the form of dialogue, the ultimate measure is practical action. Only then can we truly fulfill President Ho Chi Minh's teaching: "Words must be accompanied by deeds."
