Starting in January 2015, there will be collection points for expired phones.

From the beginning of 2015, people can bring discarded electronic devices such as mobile phones, tablets, computers, cameras, etc., to collection points set up by businesses.

This is the content mentioned in Decision No. 50/2013/QD-TTg of the Prime Minister on the collection and handling of discarded products.

Businesses that manufacture or import discarded products are responsible for establishing collection points for discarded products and receiving discarded products that they have sold on the Vietnamese market.

Businesses must establish prior agreements with consumers for the recall and disposal of discarded products. Simultaneously, they must provide written notification to the Ministry of Natural Resources and Environment regarding the disposal results, reporting the quantity of products manufactured or imported and sold in the Vietnamese market, and how they have been recalled and disposed of.

Consumers are responsible for handing over discarded products at designated collection points.

Businesses involved in manufacturing, importing, consumers, and facilities that collect and process discarded products are entitled to preferential policies and support as stipulated by law.

According to this decision, electronic, household, and industrial electrical equipment that has reached the end of its service life will also be recalled for disposal, including: various types of batteries; compact fluorescent lamps; computers (desktop and laptop), computer monitors, CPUs (computer processors); printers, fax machines, scanners; cameras, camcorders; mobile phones; tablets; DVD, VCD, CD players and other types of tape and disc players.

By 2016, the items subject to recycling included photocopiers, televisions, refrigerators, air conditioners, and washing machines. By 2018, it included motorcycles, scooters, and cars of all types. This decision also set deadlines for recycling other discarded products such as batteries; chemicals used in industry, agriculture, aquaculture, and medicines for human use; and vehicles.

According to the decision, discarded products are products that have expired or products that are discarded after use. Recalling discarded products means that manufacturing or importing businesses collect products that have expired or products that are discarded after use.
