From May, social insurance and health insurance management fees will be applied.

The Prime Minister has just issued a Decision on the management costs of social insurance, unemployment insurance, and health insurance for the period 2016 - 2018.

Decision regulating the level of deduction for social insurance, unemployment insurance, health insurance management costs; salary payment level for cadres, civil servants, public employees and employees working in units under the Vietnam Social Security, employees working under labor contracts in the Social Insurance organization of the Ministry of National Defense, Social Insurance of the Ministry of Public Security, employees implementing the unemployment insurance policy of the labor - war invalids and social affairs sector in the period of 2016 - 2018.

The subjects of application include units under the Vietnam Social Security; Social Security of the Ministry of National Defense; Social Security of the Ministry of Public Security; Local employment service centers, unemployment insurance organizations under the Ministry of Labor - Invalids and Social Affairs assigned to receive records, resolve unemployment insurance regimes and related tasks on unemployment insurance according to the provisions of law.

The social insurance management cost is equal to 2.3% of the estimated social insurance revenue and expenditure (excluding health insurance premiums for social insurance beneficiaries), deducted from the profits from investment activities of the social insurance fund.

The cost of unemployment insurance management is equal to 2.3% of the estimated revenue and expenditure of unemployment insurance (excluding health insurance premiums for unemployment beneficiaries), deducted from the unemployment insurance fund.

The health insurance management cost is equal to 5% of the estimated health insurance premium collection, deducted from the 10% of health insurance premiums reserved for the reserve fund and health insurance fund management costs.

Salary payment level for civil servants, public employees and employees is regulated: Salary payment level is 1.8 times higher than the salary regime for civil servants, public employees and employees prescribed by the State, including salary according to rank, position and allowances, except for night shift and overtime allowances applied to the following subjects, within the payroll quota or working position approved by competent authorities.

The Decision takes effect from May 25, 2016 and is applied to the budget years from 2016 to 2018./.
