From Thanh Hoa to Nghe An to appropriate property with psychotropic drugs
The subjects often rent cars to go to different locations, then put psychotropic drugs in the drinks and take possession of the victims' property.
Information from Thanh Hoa Provincial Police said that the Criminal Police Department has just investigated and arrested Le Quang Tuan (born in 1980), residing in Van Son commune, Trieu Son district (Thanh Hoa), the main subject in a group specializing in fraud and appropriation of property using psychotropic drugs.
According to the police investigation agency's records, from the beginning of 2016 to December 2016, Tuan colluded with a number of other subjects in districts such as Trieu Son, Yen Dinh and Nghe An province to defraud and appropriate property of drivers by adding psychotropic drugs to food and drinks.

Previously, in December 2016, Thanh Hoa Police also arrested Le Sy Tung (born 1984) residing in Xuan Loc commune, Trieu Son district, Le Duc Hung (born 1986) residing in Xuan Son commune, Tho Xuan district and Nguyen Ngoc Cau (born 1989) residing in Tho Binh commune, Trieu Son district (Thanh Hoa) for causing 6 cases of adding "psychotropic" drugs to food and drinks to appropriate property.
On June 14, Ho Van Trong (born in 1973), residing in Hung Tan commune, Hung Nguyen district (Nghe An), rented a car driven by Mr. LHH from Nghe An to Tuan's house to gamble and put psychotropic drugs in the water for Mr. H to drink. Then, he invited him to gamble in a confused state and forced him to pawn the car.
The Investigation Police Agency also arrested Trinh Huu Van (born 1976), residing in Giat town, Trieu Son district (Thanh Hoa); Vu Van Chanh (born 1972), residing in Dinh Hoa commune, Yen Dinh district (Thanh Hoa).
From August 2016 until their arrest, Van, Chanh, and Trong committed 5 cases of fraud, appropriating cars from victims in Nghe An province.
Searching Tuan's residence, the police seized many documents and exhibits related to Le Quang Tuan and his accomplices' fraud of appropriating drivers' property.
The case is currently under investigation and clarification.
