President Ho Chi Minh's great thought comes from the basis of scientific cognition: Revolution is the people's cause. The fundamental problem of every revolution is the problem of solidarity, gathering the masses of people. No matter how great the Party is, it is only a part of the people. He put forward a thesis as a truth: "If mass mobilization is poor, everything will be poor. If mass mobilization is skillful, everything will be successful."
People often say: Apart from the interests of the working class and working people, our Party has no other interests. Whatever is beneficial to the people must be done with all our might. Whatever is harmful to the people must be avoided with all our might. That is also the purpose of President Ho Chi Minh: "My whole life has only one purpose, which is to strive for the interests of the Fatherland and the happiness of the people."
Democracy is the fundamental ideology throughout mass mobilization work. President Ho Chi Minh's democratic ideology always has the core: People are the root. The essence of democracy is human rights. Uncle Ho said: To lead a country and let your country fall behind and be disadvantaged in enjoying human happiness is also undemocratic.

The people are the root, so the people must be the master and the people must be the master. The people have the right to be the master, so they must have the obligation to fulfill their civic duties. Uncle Ho highly appreciated democracy: Democracy is the most precious thing of the people. Practicing democracy is the universal key that can solve all difficulties.
The basic method of mass mobilization work is “people know, people discuss, people do, people check”. Based on the deep understanding that people are the masters, the basic method of mass mobilization work is democratic method, not political tricks. Although at that time there was no motto “people know, people do, people discuss, people check”, but the way Uncle Ho said in the article Mass Mobilization (October 15, 1949) was exactly like that.
“Mass mobilization cannot be done by just using newspapers, books, rallies, slogans, leaflets, and directives. First of all, we must find every way to explain to each and every citizen that: That work is in their interest and their duty, and they must enthusiastically do it. The second point is that whatever work we do must be discussed with the people, asked for their opinions and experiences, together with the people, we must make a plan that is practical for the local situation, then mobilize and organize the entire population to implement it. During the implementation, we must monitor, help, urge, and encourage the people. When the implementation is complete, we must review the work with the people, draw lessons, criticize, and reward.”

Besides this basic method, Uncle Ho often emphasized:
First, cadres and party members must set an example for the masses. With the characteristics and psychology of Eastern people and Vietnamese people, setting an example has a great effect. Cadres and party members must set an example for themselves, which is also the first requirement of the Leninist style. Words must go hand in hand with actions.
Second, we must be close to the masses, persistent, and explain clearly to the masses the guidelines, policies, and strategies. He taught: If we want to be truly close to the masses, we must eat, live, and work together to know how the masses live... to know what their aspirations are.
Third, the organization and working methods must also be suitable for the masses. The force doing mass mobilization work is the force of the entire political system - first of all, the government.

In the article Mass Mobilization, Uncle Ho wrote: All cadres, government officials, all union cadres and all members of people's organizations (Lien Viet, Viet Minh...) must be in charge of mass mobilization.
Regarding the working style of mass mobilization cadres, Uncle Ho had many different ways of speaking, in different contexts, but most focused on the article on Mass Mobilization on October 15, 1949, he summarized it into 12 words: mind thinks, eyes see, ears listen, feet walk, mouth speaks, hands work.
Putting "thinking" first, Uncle Ho wanted to affirm that mass mobilization work is not just about specific operations and available formulas, but it is itself a science - a science about people, an art - the art of approaching and mobilizing people. It is necessary to diligently research and think to accurately analyze the people's situation, creatively apply theory to vivid practice to effectively mobilize the people.
“Eyes to see, ears to hear, feet to walk” is a requirement to be close to the grassroots and reality, to go to the people to listen to their thoughts and aspirations to help them solve specific tasks, propose policies or adjust policies accordingly, and mobilize people to implement policies.
“Talking is the most important thing” is the most important style nowadays, “having to be honest and get involved in the work”, not saying one thing and doing another, talking about encouraging others but not doing it yourself or doing the opposite. Uncle also severely criticized “the disease of just talking, just sitting and writing orders”.

In contrast to the style of “talking with your mouth and doing with your hands” is the style of “only talking and writing orders”, which means talking without doing anything, and if you do anything, you only do it in a bureaucratic “desk” style. In a letter to comrades in the North in 1947, Uncle Ho criticized this working style: “Like to do a lot of paperwork. Sitting in one place, pointing fingers, not going down to the locality to inspect the work to carefully outline plans for implementing the directives and resolutions of the organization. Whether the directives and resolutions sent from above to the locality are implemented or not, you do not know.”
And Uncle Ho emphasized the harmful consequences of this disease: “This way of working is very harmful. It makes us not follow the movement closely, not understand the situation below, so most of our policies cannot be implemented thoroughly.” “We must honestly get involved in the work.”

People who work in mass mobilization must honestly "get involved" in the work, that is, work for real, must work together, fight together, and get involved in the daily lives of the masses to realize the purpose of mass mobilization work. If "only talk, only sit and write orders", then how can we understand the people, how can we "mobilize" the people, how can we give the people true freedom and happiness.
