From the dismissal of 2 National Assembly deputies who are businessmen: Which structure is reasonable?

The fact that two National Assembly deputies, both businessmen, were dismissed from their positions as National Assembly deputies of the 13th term should be considered a lesson in selecting personnel for the next term.

During the 13th National Assembly term, the National Assembly voted to pass a Resolution on the dismissal of the National Assembly deputies of two female entrepreneurs, Ms. Dang Thi Hoang Yen, 13th National Assembly deputy, National Assembly delegation of Long An province; Ms. Chau Thi Thu Nga, National Assembly delegation of Hanoi city. In which, Ms. Chau Thi Thu Nga was arrested for fraud and appropriation of citizens' property.

With two National Assembly deputies who are businessmen being dismissed from their National Assembly membership, many people believe that this should be considered a lesson in selecting personnel for the next National Assembly, and that the quality of deputies must be put first. Mr. Nguyen Van Pha, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, said that, learning from the experience of the 13th National Assembly, there were too many businessmen in the National Assembly, some of whom were not really exemplary, so the National Assembly had to dismiss two deputies who were businessmen. This time, the competent authorities should direct the selection of truly qualified deputies, and should not be too concerned about quantity. According to the proposed structure and composition of National Assembly deputies, the number of business deputies is expected to be 7, then adjusted to include 1 more businessman from the Quang Ninh business sector, bringing the total number of business deputies to 8.

“Those 7 businessmen entering the National Assembly will certainly speak for the businesses they represent, but they must understand and speak for the voice of national businesses and the private economic sector that trusts them. Otherwise, no one will recommend these people to run for election or re-election,” Mr. Pha said.

Mr. Nguyen Tuc, Chairman of the Advisory Council on Culture and Society of the Central Committee of the Vietnam Fatherland Front, said that the current situation at home and abroad has changed a lot, so it is necessary to have a reasonable structure of the composition of the XIV National Assembly. However, the only difference in the composition of the National Assembly compared to previous terms is the increase of 15 full-time National Assembly deputies, the number of National Assembly deputies in Party agencies, the President's agencies, the Government, agencies under the Government, the Ministry of National Defense, the Ministry of Public Security, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, the Fatherland Front and member organizations remains unchanged compared to the XIII term.

According to Mr. Nguyen Tuc, now the people are the masters, the most important people are farmers, workers, intellectuals and businessmen. However, the proportion of elected National Assembly deputies is not much, the majority are still administrative officials: 11 representatives of Party agencies; 3 representatives of the President's agency; 18 representatives of the Government and Government agencies; 15 representatives of the Ministry of National Defense; 3 representatives of the Ministry of Public Security... "It is necessary to discuss this structure carefully. The 12th Party Congress emphasized the important role of the private economy, but the electoral structure in the National Assembly is not clear enough for them to speak for the private economic sector" - Mr. Nguyen Tuc suggested.

Mr. Ly Ngoc Minh, member of the Presidium of the Central Committee of the Vietnam Fatherland Front, also expressed concern that the number of representatives of private enterprises in the structure is too small. According to Mr. Minh, the 12th National Party Congress has identified the private economy as an important driving force of the country. However, the structure of business representatives in the National Assembly has not really reflected this goal of the Party Congress Resolution. "If we want to innovate the country and promote the development of the private economy, we must bring more businessmen into the National Assembly."

Dr. Pham Huy Thong, Vice Chairman of the Hanoi Catholic Solidarity Committee, said that the 13th National Assembly had 2 deputies who were dismissed from their National Assembly membership, both of whom were related to businessmen. This clearly caused concern for the election committee of this term, so the number of deputies representing the business sector, associations, and businessmen has decreased significantly. Meanwhile, out of 7 people, 4 are from state-owned enterprises, 3 are from private associations, clearly more limited than the previous time. While private enterprises are playing a very important role in the country's economic integration, on the private enterprise side, many people are also wondering whether such a number of National Assembly deputies can represent the voice of this sector?

“I think that quantity is not important, many people are not necessarily representative if the quality of the delegates is not high. If there are few but the private business sector really chooses excellent people, listens to the opinions and aspirations of all private businesses, then they still represent and reflect the voice of the private business sector. In reality, in the National Assembly, there are people who express their own opinions, but do not fulfill the responsibility of being a delegate that voters have entrusted to them. We need delegates who are truly brave and intelligent, who can present the issues that voters care about convincingly to the National Assembly,” Mr. Thong said./.
