Scrap yard owner prosecuted for illegally opening a railway crossing
The owner of a scrap yard has been prosecuted for arbitrarily removing a guardrail on Highway 5 to open a railway crossing, leading to a fatal traffic accident.
On the morning of April 11, speaking with reporters, Head of An Duong District Police (Hai Phong City) Vo Xuan Trong confirmed that the unit had decided to prosecute the case and prosecute Nguyen Van Truong (born in 1985, residing in Kim Son, Le Thien Commune, An Duong District) to investigate the crime of "Obstructing railway traffic", as prescribed in Clause 1, Article 268, Penal Code.
Defendant Nguyen Van Truong is the owner of the scrap purchasing facility Truong Vui, located next to National Highway 5.

Previously, at around 9:32 a.m. on December 30, 2023, at Km82+650, Hanoi - Hai Phong railway (section through An Duong district), a traffic accident occurred between motorbike with license plate 16N8-0197 driven by Mr. Tran Xuan Kh. (born in 1973, residing in Truong Tho commune, An Lao district) and train HL P9. As a result, Mr. Tran Xuan Kh. died.
Based on the investigation documents, the police determined that Nguyen Van Truong had arbitrarily removed the guardrail of National Highway 5 to open an illegal railway crossing, causing Mr. Kh. to cross and collide with a train, resulting in his death.

The Chief of An Duong District Police added that the district's traffic police force, in coordination with other functional units, has conducted a general inspection of illegal crossings and openings on National Highway 5, where the Hanoi - Hai Phong railway runs through.
The results showed that many people had arbitrarily removed the guardrail panels to open illegal railway crossings, causing traffic insecurity. An Duong district has closed these illegal crossings.
