In special cases, the Minister of Education and Training shall submit to the Prime Minister for consideration and appointment of a number of members of the Council of Education and Training who are over 70 years old.

The Ministry of Education and Training has just announced a draft Circular amending and supplementing a number of articles of the Regulations on organization and operation of the State Council of Professors (HĐCDGS), sectoral, interdisciplinary and grassroots Councils of Professors.

The amendments and supplements mainly relate to the criteria for members of the State Council for Discipline Inspection. Specifically, the age of a member of the State Council for Discipline Inspection at the time of appointment must not exceed 70. In special cases, the Minister of Education and Training shall submit to the Prime Minister for consideration and appointment of a number of members over 70 years old.

The age of members of the Industry Council of Directors and the grassroots Council of Directors at the time of appointment for members with the title of Associate Professor is not more than 67, for members with the title of Professor is not more than 70.

In special cases, the Chairman of the State Council of People's Councils shall consider and appoint a number of members who are over the age prescribed in this regulation. The number of over-age members shall not exceed 1/3 of the total number of members of the industry Council of People's Councils and the grassroots Council of People's Councils.

If a member of the grassroots Council of Discipline Inspection is disciplined from warning or higher, the Head of the higher education institution shall request the Chairman of the State Council of Discipline Inspection to issue a decision to dismiss and appoint a replacement./.
