Tuong Duong: Some communes are still slow to publicize administrative procedures.
(Baonghean.vn) - Communes in Tuong Duong district are still slow to publicize or have not publicized accurately administrative procedures (AP) under their authority.
This is the assessment of the provincial interdisciplinary inspection team on administrative procedure control work.led by Comrade Pham Thanh Chung - Deputy Director of the Department of Justice at the working session with the People's Committee of Tuong Duong district on the afternoon of October 27.

In the past time, the reception and settlement of records by the District People's Committee has ensured time and complied with the regulations on administrative procedures that have been announced and publicly posted. Accordingly, the results of receiving and settling administrative procedures by the District People's Committee in the first 9 months of 2017 increased 20 times compared to 2016.
Specifically, in 2016, the District People's Committee resolved 3,086 cases and returned 3,062 sets of results on time; meanwhile, in the first 9 months of 2017, it resolved 76,660 cases and returned 76,638 sets of results on time, mainly in the fields of justice, state management of land, construction, business and investment.
The work of reviewing the system of legal documents and administrative procedures is regularly paid attention to by the People's Committee of Tuong Duong district.
The implementation of the "one-stop" mechanism and the application of information technology in the agency's operations have created favorable conditions for the effective implementation of the work of receiving, resolving and controlling administrative procedures.
Receiving, processing and returning results of administrative procedure files are carried out in accordance with the procedures and regulations according to the announced administrative procedures. Over 90% of the results of handling administrative procedures are returned on time, meeting the needs and wishes of individuals and organizations.
Some overdue procedures are mainly in the land sector due to prolonged verification and dispute processes.

In particular, the application of the "one-stop" mechanism in handling administrative procedures has created an objective environment, speeding up the process of implementing administrative procedures, on the one hand ensuring the rights and requirements of individuals and organizations, on the other hand controlling the quality of administrative procedures and enhancing the responsibility of officials and civil servants in the process of implementing administrative procedures.
Along with focusing on promoting administrative reform, the District People's Committee has directed units to promptly reflect on difficulties and overlaps in the implementation of administrative procedures and have appropriate recommendations and proposals.
However, the administrative procedure control activities of the District People's Committee still have some contents that need to be noted such as: the publicity of administrative procedures under its authority has not met the requirements, is not complete according to regulations; the field of natural resources and environment has many records with a slower processing time than prescribed.
At the commune level, there is still slow public disclosure or inaccurate public disclosure of administrative procedures under the authority of the place receiving and resolving administrative procedures, leading to difficulties for people when looking up, learning about and implementing administrative procedures.

Thereby, the working group proposed that in the coming time, the District People's Committee should continue to pay attention to the control of administrative procedures, direct departments, offices, and affiliated units to seriously handle administrative procedures for organizations and individuals upon request, such as: publicly and fully posting administrative procedures under their jurisdiction; overcoming the situation of overdue settlement records (in the fields of land and policies), excess file components, and not requesting to collect additional file components other than those prescribed by law.
The District People's Committee needs to pay attention to allocating funds for administrative procedure control activities at the district and commune levels, such as: professional training funds; publicity funds; review of administrative procedures; funds to support focal officers, etc.
