In early March, the biggest change that visitors from near and far noticed when attending the Van Temple - Cua Rao Festival was the completion of the Cua Rao 2 suspension bridge. In previous years, visitors had to travel on a makeshift, precarious pontoon bridge, but now they can use a sturdy suspension bridge, 130.9 meters long and 1.9 meters wide. Besides serving tourism, this suspension bridge also ensures the safety of local residents and students from the villages of Lo, Cua Rao 2, and Khe Ngau. Mr. Vi Van Tien, a resident of Cua Rao 2 village, happily said: “With the bridge, during the rainy season, our children won't have to miss school because of the rising river water like before.”

The Cua Rao 2 pedestrian suspension bridge is one of eight projects in Tuong Duong district funded by the Vietnam Foreign Trade Bank (Vietcombank). Besides the Cua Rao 2 bridge, the other projects include: Tam Dinh Commune Health Station, Thach Giam Commune Health Station, Yen Thang Commune Health Station, Yen Tinh Commune Health Station, Yen Hoa Regional Multi-specialty Clinic, Nga My Commune Secondary School, and Yen Tinh Commune Secondary School. Construction began on December 29, 2009, with a total value of nearly 31 billion VND. In Yen Tinh commune, Mr. Lo Xuan Tien from Cap Chang village happily shared: “Since the commune has a new, spacious health station, many patients in our village have been able to receive timely examination and treatment at the station, no longer having to travel to the district hospital as before.”
It is known that in 2013, Vietcombank continued to sponsor 9 billion VND for the construction of 4 projects: Yen Thang Commune Secondary School, Tam Dinh Commune Secondary School, Tam Thai Commune Kindergarten and Tam Thai Commune Secondary School.

Implementing Government Resolution 30a, from 2009 to the present, Tuong Duong district has received funding from four enterprises for the construction of public works with a total value of 66.18 billion VND (of which 23.18 billion VND was in 2012). Along with the Foreign Trade Bank, the Vietnam Maritime Corporation supported the district with 17 billion VND to build the Tuong Duong Ethnic Boarding Junior High School, which was handed over and put into use at the end of 2012; the Vietnam Oil and Gas Company sponsored 4 billion VND to build the Mai Son Commune Health Station, which has now been completed and handed over; the Vietnam Cement Industry Corporation sponsored the construction of three projects with a budget of 15.5 billion VND, including the completed Luong Minh Commune Health Station, and two projects, Yen Na 2 Junior High School and Yen Hoa Junior High School, which are 70-90% complete.
Along with projects funded by businesses, from 2010 to June 2013, using government bond capital, the district implemented the construction of the following projects: the Yen Tinh - Huu Khuong road, with 25 km completed and 60% of the work completed; the power grid system in Xieng My commune; the suspension bridge in Dinh Phong village, Tam Dinh commune; the Bai Xa - Tung Huong road; the road to Na Be and Hop Thanh villages, Xa Luong commune; the power supply system in Tung Huong village, Tam Quang commune; the power supply system in Tam Hop commune; and the national power grid system in Na Ngan, Xop Kho, and Na Kho villages, Nga My commune (85% of the work completed).
In addition, 43 school buildings were constructed and handed over for use, completing 100% of the plan. According to Mr. Nguyen Ho Canh, Chairman of the People's Committee of Tuong Duong district, thanks to the investment capital from Program 30a, the face of Tuong Duong has visibly improved. Many remote villages, where people's lives were previously poor and backward, now have invested in public works such as modern schools and health stations, bringing great joy to the people.
However, according to Mr. Kha Dinh Phe, Head of the Labor, War Invalids and Social Affairs Department and Standing Member of the Steering Committee for the implementation of Resolution 30a in Tuong Duong district, as well as other high-altitude mountainous districts, the implementation of projects under the Program for the implementation of Resolution 30a faces many difficulties due to unfavorable terrain and transportation conditions for the transport of raw materials. In addition, since the beginning of 2013, the Tam Dinh construction stone quarry has ceased production, leaving no construction stone quarries in the area. All construction projects have to adjust to sourcing stone from Con Cuong district, causing the price of stone materials to increase due to long-distance transportation and creating a lack of control over the supply.
On the other hand, while the capital requirement for implementing the approved projects is 90 billion VND/year, the annual allocated budget is only 25 billion VND, leading to difficulties in allocating funds and ensuring the construction progress of the projects. Furthermore, the responsibility of the Party committees and authorities in some beneficiary areas is not high enough, resulting in limited coordination in propaganda and mobilization efforts to facilitate land clearance, leading to delays in some projects such as the Yen Tinh - Huu Khuong road, the road to Na Be and Hop Thanh villages in Xa Luong commune, etc.
According to the plan, in the last six months of 2013, in addition to accelerating the progress of projects already started, from a capital of 11.6 billion VND, Tuong Duong district will continue to invest in the construction of new projects: Tuong Duong Ethnic Boarding Secondary School (Phase 2); Yen Tinh 2 Primary School; Nhon Mai Commune Health Station; Mai Son Commune Health Station; and other technical infrastructure items. Mr. Nguyen Ho Canh – Chairman of the District People's Committee, said that when the 30a projects are completed, they will create a very important foundation for Tuong Duong to strive to overcome poverty.
