According to the indictment, on October 9, 2018, Xeng Vang and another subject, Hang A Chinh (born in 1996, residing in Dak Nong province) traveled from Laos to Vietnam, then both used a car from Dak Nong to Da Nang.

Then, on the morning of October 11, 2018, both went to Ha Tinh. After arriving in Ha Tinh, Xeng Vang was hired by Chinh to transport methamphetamine to Da Nang for a fee of 10,000 USD and promised to buy a plane ticket for the defendant to return to Laos upon arrival.

After the agreement was reached, in the early morning of October 12, 2018, Xeng Vang used a pickup truck with license plate 86C - 091.02 to transport Hang A Chinh and a large amount of drugs towards Da Nang on National Highway 1A.

At 1 p.m. the same day, when the two subjects arrived at Le Thuy district, they were stopped by the Traffic Police of Quang Binh Province for speeding.

Seeing that the two subjects were acting suspiciously, the police asked to check the vehicle, but the two abandoned the vehicle and fled into the forest. Xeng Vang was arrested by the police a day later, while Hang A Chinh escaped and is still wanted by the police. After the police inspected the vehicle and through appraisal, there were 12 blue sacks containing 308.6 kg of crystal meth in the vehicle.

At the trial, Xeng Vang was honest and admitted his actions. The defendant explained that he accepted Hang A Chinh's offer because he was short of money and thinking of his wife and children in need.

According to Xeng Vang, after the agreement was made, Hang A Chinh said the drugs were in the trunk of the car and he himself did not know the quantity or type of drugs he was transporting. It is known that Xeng Vang has a wife and two young children, and his family is a farmer.

At the end of the trial, the panel sentenced Xeng Vang to death.
