Joint Statement to Promote the Development of the Cambodia-Laos-Vietnam Triangle

The Joint Declaration is drawn up in three languages: Khmer, Lao and Vietnamese, with equal validity and reference is made to the English version.

After 2 working days, on August 18, the 7th Conference of the Foreign Affairs Committee of the National Assembly of Cambodia-Laos-Vietnam held in Quang Ninh province reached an agreement and issued a Joint Statement to strengthen the traditional solidarity and friendship between the three National Assemblies and promote the implementation of cooperation projects in the Development Triangle Area (CLV-DTA) agreed upon by the three Governments.

According to the Joint Statement, the conference highly appreciated the report of the representatives of the CLV-DTA Coordination Committee of the three countries and the results achieved in the work of demarcation, border marker planting, border marker reinforcement, cross-border crime prevention and border security assurance among the three countries in the past time; agreed with the orientations and decisions stated in the Joint Statement, which assessed the importance of strengthening coordination between the National Assembly and the Government as well as activities to promote cooperation between the people and businesses of the three countries.

The Foreign Affairs Committees of the three countries' National Assemblies reaffirmed their commitment to continue effectively implementing the Joint Statements adopted at previous Conferences of the Foreign Affairs Committees of the three countries; continuing to strengthen cooperation in the fields of legislation and supervision; conducting supervision activities on issues of common concern of the CLV-DTA; strengthening cooperation in the fields of water resources management, forest resources, climate change adaptation and mitigation, ensuring cyber security, human resource training, sharing and providing regular information of the three countries on the common website of the CLV-DTA to meet the requirements of the new period.

The Joint Statement also strongly called on the governments of the three countries to closely coordinate and take necessary measures to prevent illegal cross-border trafficking of forest products and drugs; and affirmed the importance of mobilizing support from development partners and international financial institutions to serve economic, social and cultural development plans in the region; especially in implementing the plan to connect the three economies of Cambodia-Laos-Vietnam until 2030; and continued to request the CLV-DTA Coordination Committee to closely coordinate in developing and implementing support projects. In the coming time, the content and participants of the conference of the Foreign Affairs Committee of the National Assembly of Cambodia-Laos-Vietnam will be expanded depending on the conditions and needs of each country and the theme of each conference.

The Joint Statement also agreed to assign the Committee on Foreign Affairs, International Cooperation, Information and Communications of the National Assembly of the Kingdom of Cambodia to chair the 8th Meeting of the Committee on Foreign Affairs of the National Assembly of Cambodia-Laos-Vietnam in 2021 in Cambodia.

The Cambodia-Laos-Vietnam Development Triangle Area includes 13 provinces, with a total natural area of ​​144,300km2, accounting for 19.3% of the natural area of ​​the three countries; the population is over 7 million people, accounting for about 6.1% of the population of the three countries. Since the establishment of the Cambodia-Laos-Vietnam Development Triangle cooperation mechanism, 10 Summit-level meetings (Prime Minister level), 12 Ministerial-level meetings have been held and achieved a number of results in many fields.

This conference is an opportunity for the three countries of Cambodia, Laos and Vietnam to look back on the formation and development of the Development Triangle, evaluate the results achieved in the past time since the 6th Conference of the 3 Committees, exchange experiences, propose solutions and directions to promote the commitments and agreements of the three countries in the Development Triangle in the coming time.

The development of the Cambodia-Laos-Vietnam Development Triangle Area not only contributes to promoting the socio-economic growth of the three countries but also contributes to realizing the ASEAN Community Vision 2025.
