Admissions 2019: Medicine and Pedagogy will have separate floor scores

The biggest adjustment in the draft compared to last year is the addition of a regulation that the Ministry of Education determines the threshold to ensure input quality (floor score) for majors in the health sector that issue practice certificates. In 2018, only the group of majors training teachers has its own floor score regulated by the Ministry. The rest of the higher education institutions are autonomous in determining the floor score.

"For teacher training at university, college and intermediate levels; and health-related majors with practice certificates, based on the results of the national high school exam, the Ministry of Education determines the threshold to ensure input quality for schools to develop admission plans," the Ministry's draft states. The regulation of floor scores for these two groups of majors has been legalized in the new Law on Higher Education (amended and supplemented, Clause 3, Article 34).

Health-related professions that have practice certificates include: general practitioner, dentist, traditional medicine, pharmacist... Professions such as biomedical engineering, health management... are not included in this group.

The threshold to ensure input quality of the health sector, according to the Director of the Department of Higher Education - Ms. Nguyen Thi Kim Phung, will be calculated by the Ministry of Education and schools to have a minimum score accepted by the whole system and society.

In the admission method based on high school results, the Ministry of Education stipulates that the threshold for ensuring admission to the majors of Medicine, Traditional Medicine, Dentistry, and university level is that candidates must have graduated from high school and have a good grade 12 academic performance. The remaining majors with practice certificates consider high school graduates with a good grade 12 academic performance or higher.

For university-level pedagogical majors, students must graduate from high school and have a good grade 12 academic performance. For Music, Fine Arts, Physical Education, and Sports Training majors, high school graduates only need a good grade 12 academic performance or better.

College and intermediate levels of teacher training majors consider high school graduates with a grade 12 academic performance of good or higher. Particularly, the majors of Music Education, Fine Arts Education, Physical Education (college majors), and Sports Education (intermediate majors) consider high school graduates with a grade 12 academic performance of average or higher.
