Accordingly, the qualifying round of the 2025 National U19 Football Championship will feature 29 teams, comprising the U19 age groups of professional and non-professional football clubs, training centers, and talent schools that have been recognized as eligible to participate in the tournament. In the qualifying round, 29 teams are divided into 5 groups, playing a double round-robin format (home and away) at the host location, with points awarded for ranking within each group. The top 5 teams (first, second, and third place) from the 5 groups will advance to the final round.

In the event of an unequal number of teams in each group: When comparing indicators to determine which third-placed team has higher points and indicators to qualify for the finals, the tournament organizers will not consider the results of matches between the third-placed team and the last-placed teams in groups with more teams, ensuring that the number of matches played by third-placed teams across all groups is equal. If the host team of the finals finishes the qualifying round in the top 11 teams from the five groups mentioned above, then the next best third-placed team will qualify for the finals.

This year, Thanh Hoa Club is unlikely to participate in the tournament due to a lack of funding. Therefore, this is considered a very strong group, and coach Huy Hoang and his team need to be cautious in all qualifying matches if they don't want to be eliminated early from the competition.

The qualifying rounds for the 2025 National U19 Football Championship will officially begin with the first leg from December 22, 2024 to January 2, 2025; and the second leg from January 4, 2025 to January 14, 2025 at various host venues. The final round is expected to take place from February 15 to February 28, 2025.
