Many recommendations on policies and social security

At the meeting, the Provincial People's Committee reported on the socio-economic situation in the first 9 months of 2018 and estimated implementation for the whole year of 2018, the planned socio-economic development plan for 2019; as well as made recommendations and proposals on some issues with the Provincial National Assembly Delegation to convey to the Central level on policies and mechanisms on amending regulations in some legal documents such as land use plans, appraisal of technology used in investment projects; issues when terminating project activities and land recovery; environmental impact assessment procedures.

The Provincial People's Committee also proposed a number of contents on the coastal road project through Nghe An province; the breakwater and waterway project of Dong Hoi port; support mechanisms for enterprises investing in the Southeast Economic Zone in paying fees for protection and development of rice-growing land, etc.

At the meeting, the delegation of the provincial National Assembly deputies requested the Provincial People's Committee to pay attention to directing the resolution of a number of issues, such as: implementing the project to stabilize people's lives after resettlement of a number of hydropower projects: Ban Ve, Hua Na, Khe Bo; progress of reviewing and adjusting the planning of 3 types of forests in the province and appropriate solutions, both ensuring stable land use and ensuring production land for people in mountainous areas; job creation for young intellectuals for the project of young intellectuals working as commune vice chairmen and young intellectuals working in communes according to Program 30a; progress of arranging project management boards...

The provincial National Assembly delegation also conveyed a number of other recommendations from voters, including a recommendation to study and review the planning and flood discharge procedures of hydroelectric plants in the province and to request attention and support for households affected by recent floods.

Leaders of relevant departments and branches also discussed and clarified issues reflected by the National Assembly delegation, as well as discussed recommendations and proposals of the Provincial People's Committee.

Pay attention to resolving voters' petitions

Speaking at the meeting, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation said that the recommendations of the Provincial People's Committee and the Provincial National Assembly Delegation will be arranged, worked with, and recommended to the National Assembly, the Government, and ministries and branches to participate in resolving.

In addition, the provincial National Assembly delegation requested the Provincial People's Committee to continue to pay attention to solving, especially social security issues, especially for people affected by natural disasters and the impact of hydroelectric plants...

Comrade Nguyen Dac Vinh assessed that the province's socio-economic development is faster, but there are still many difficulties; from there, it is necessary to have accurate perception and analysis and identify breakthrough points to focus on directing implementation.

Through analyzing the contributions and development space of economic sectors in the province, the Head of the Provincial National Assembly Delegation said that in order for the province to have breakthrough growth, it is necessary to look at the industrial and construction sector.

However, the settlement of investment procedures is still facing many difficulties. Therefore, Mr. Nguyen Dac Vinh suggested that the Provincial People's Committee should review and promote work in this area regularly, focusing on administrative reform to quickly settle procedures to create conditions for investment projects to soon materialize in practice, contributing to the growth and budget revenue of the province.

The head of the provincial National Assembly delegation also requested that People's Committees at all levels continue to pay attention to and prioritize resolving voters' petitions.

Must ensure production land for people in highland areas

Speaking at the end of the working session, comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee seriously accepted the opinions of the provincial National Assembly delegations, especially on administrative procedure reform, especially in investment attraction; at the same time, he said that by the end of this year, the Provincial People's Committee will carefully evaluate the administrative reform work at 7 selected units in a frank and objective spirit to know the difficult points and bottlenecks of each sector for handling.

Chairman of the Provincial People's Committee Thai Thanh Quy also said that the Provincial People's Committee will regularly monitor, inspect and urge the progress of major projects; focus on management to well implement the targets of 2018.

Regarding the voters' recommendations that the provincial National Assembly delegation compiled and commented on, comrade Thai Thanh Quy directed relevant sectors to handle them specifically.

In particular, for the production land of the people in the mountainous areas, the Department of Agriculture and Rural Development needs to review the planning adjustment of 3 types of forests in the spirit of working from the grassroots and having discussions and collecting people's opinions so that after planning, the benefits and production land area of ​​the people are ensured.

Regarding the return of agricultural and forestry land to the people, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development to prepare a comprehensive report on the work done since the implementation of this policy and submit it to the People's Committee for comments.

In addition, the Department of Agriculture and Rural Development also needs to direct protective forest management boards and related management boards to pay attention to solving labor problems in the area through participating in forest management, protection and planting.

Regarding voters' recommendations related to hydropower, Chairman Thai Thanh Quy emphasized the need to seriously implement the policy of the Provincial Party Standing Committee not to grant or propose granting permits to build new hydropower plants; at the same time, the Department of Agriculture and Rural Development needs to advise and propose to the Central Government to have a process to participate in monitoring the flood discharge process...

The Chairman of the Provincial People's Committee also assigned the Department of Agriculture and Rural Development to preside over and work with the highland districts of households affected by landslides to calculate relocation plans; the sectors to synthesize the content related to overlapping legal and sub-law documents to propose to the National Assembly delegation for comments at the central level.
