District People's Committees in Nghe An must complete teacher recruitment before August 31, 2023
(Baonghean.vn) - Nghe An Provincial People's Committee requested the District People's Committee to complete the recruitment of teachers before August 31, 2023, to prepare the teaching staff for the 2023-2024 school year.
At the discussion session in the hall of the 14th session of the 18th Nghe An Provincial People's Council, the Chairman of the session requested the Director of the Department of Home Affairs to clarify the reasons for the delay in recruiting contract preschool teachers according to Decree 06/2018/ND-CP dated January 5, 2018 of the Government.

Clarifying the above content, Director of the Department of Home Affairs Nguyen Viet Hung said: On July 16, 2022, the Central Government issued Decision 72 on assigning staff and the number of employees to provinces and cities nationwide. After submitting the document, Nghe An was assigned 2,820 people out of 27,000 people nationwide by the Central Government.
On July 16, 2022, the Central Government issued Decision 72. On October 25, 2022, after reporting to the competent authority and submitting it to the Provincial People's Council for approval, the Chairman of the People's Committee issued Decision No. 3298/QD-UBND of the Provincial People's Committee on supplementing the teacher payroll for the 2022-2023 school year (allocating enough payroll to recruit preschool contract teachers), which shows that Nghe An province is implementing very urgently to submit it to the competent authority for approval.

After that, the Department of Education and Training coordinated with the Department of Home Affairs to issue Official Dispatch No. 2371/SGDĐT-TCCB dated November 1, 2022 guiding the People's Committees of districts, cities and towns (District-level People's Committees) to recruit civil servants in the Education sector for the 2022-2023 school year and the following years; in which, requiring districts to organize the recruitment of all contract preschool teachers according to Circular 09/2013/TTLT-BGDĐT-BTC-BNV and Decree No. 06/2018/ND-CP, the completion time is before January 30, 2023 (for those who meet the standards and conditions as prescribed). However, to date, only 5 districts have completed the recruitment.
Of the 2,820 teacher positions, there are 2,164 preschool teachers, 98 primary school teachers, 142 secondary school teachers and 16 high school teachers. Of the 2,164 preschool teachers, there are 1,373 contract teachers according to Decree 06/2018/ND-CP and Circular 09/2013/TTLT-BGĐ&ĐT-BTC-BNV.
Up to now, 9 districts and towns (Cua Lo, Nam Dan, Dien Chau, Thai Hoa, Nghia Dan, Quy Hop, Quy Chau, Que Phong, Con Cuong) have recruited 651 contract preschool teachers according to Decree No. 06/2018/ND-CP and Circular No. 09/2013/TTLT-BGDĐT-BTC-BNV into the payroll.
12 districts, cities and towns have announced on mass media to receive applications and are conducting the recruitment process (685 teachers), expected to be completed before August 31, 2023; 37 contract teachers have a Junior College degree in Preschool Education, entered the industry after December 31, 2015 (are completing a training program that meets the standards according to the 2019 Education Law) and will be recruited when the individual has a Junior College degree in Preschool Education or higher.

Clarifying who is responsible, the Director of the Department of Home Affairs admitted that first of all, the responsibility belongs to the Department of Home Affairs in advising, urging, and directing the Provincial People's Committee on teacher recruitment.
Along with that is the responsibility of the facility in the delay in developing a teacher recruitment plan. The time for giving opinions on the teacher recruitment plan of some Steering Committees for managing the apparatus and payroll at the district level is long; the interruption in the recruitment process when implementing Official Dispatch No. 1757-CV/TU dated March 7, 2023 of the Provincial Party Standing Committee on implementing Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo.
The Director of the Department of Home Affairs informed that currently, the People's Committees of districts, cities and towns have announced recruitment needs or have received applications and conducted recruitment. The Party Committee of the Provincial People's Committee has directed the Provincial People's Committee (Official Dispatch No. 325-CV/BCSĐ dated June 19, 2023) to assign the Department of Home Affairs to coordinate with the Department of Education and Training to advise the Provincial People's Committee to issue a document directing the District People's Committees to complete the recruitment of teachers before August 31, 2023, to prepare the teaching staff for the 2023-2024 school year.
