On May 22, 2013, the online edition of Nghe An Newspaper published an article titled "Hung Nguyen: Promptly Resolving Obstacles in Bai Dinh Hamlet" by author Dao Tuan, reflecting the following: Bai Dinh Hamlet is located on an alluvial plain at the end of Hung Lam commune, Hung Nguyen district. However, this residential area is under the administrative management of Duc Quang commune, Duc Tho district, Ha Tinh province. This is the reason for the ambiguity and inconsistency in residential management, causing more than 30 households in Bai Dinh to worry about being forgotten.

After reviewing the content of the article, on May 29th, the People's Committee of Hung Nguyen District issued Official Document No. 347/UBND.VH with the following directive:
1. Assign the Department of Internal Affairs to take the lead, in coordination with the Department of Natural Resources and Environment, the People's Committee of Hung Lam Commune, the People's Committee of Duc Quang Commune, Duc Tho District, and other relevant departments and units, to conduct a thorough and objective review of the facts compared with the contents of the press report, and at the same time advise on solutions and prepare a document for signing and issuance to respond to the press in accordance with regulations.
2. The Department of Culture and Sports, in coordination with relevant units, will inspect and monitor progress and collaborate in advising on the content of responses, with a frank and honest spirit, seriously considering and addressing any feedback.
