(Baonghean) - The Nghe An Newspaper, in its June 8, 2014 issue, under the "Hotline Information" section, reported: "Residents of Hamlet 11, Nghi Xa Commune, Nghi Loc District, have complained: For many months now, Provincial Road 536, a vital route in the Nam Cam Industrial Zone running from National Highway 1A down to Cua Lo Town, has been narrowed, especially the section before the Industrial Zone, because residents have brazenly occupied it to store construction materials (bricks, stones, sand, gravel, etc.), piling them up on the sidewalks and spilling onto the middle of the road. Not only pedestrians but also motor vehicles have great difficulty passing through, especially during rush hour. This is also the reason for the recent increase in traffic accidents on this road. We request that the relevant authorities and local government investigate and take action."

After receiving feedback from Nghe An Newspaper, the People's Committee of Nghi Loc District directed an investigation to clarify the issues raised by the newspaper and take timely action. On June 20, 2014, the People's Committee of Nghi Loc District issued Official Letter No. 570/UBND-VHTT regarding the investigation and handling of the issues raised by the newspaper, with the following content:

The issues raised in the report are accurate. Furthermore, the inspection team discovered that on the left side of Provincial Road 536, from Km4+800 to Km4+900 in Nghi Hop commune, residents were arbitrarily dumping waste on the road, covering traffic markers and affecting traffic safety and the environment on both sides of the road.

- On June 18, 2014, the People's Committee of Nghi Loc District issued Official Document No. 563/UBND-ATGT regarding the enforcement and removal of encroachments on the traffic safety corridor along Provincial Road 536; According to the content of the document, the Chairman of the People's Committee of Nghi Loc District requested:

1.Chairman of the People's Committee of Nghi Xa and Nghi Hop communesDevelop specific plans to immediately implement the following tasks:

- Widely disseminate information through mass media and village/hamlet loudspeakers about the State's policy on protecting road safety corridors;

- Coordinate with the Nghi Loc District Traffic Management Unit to clearly identify and widely publicize the specific boundaries for the clearance of the traffic safety corridor along both sides of Provincial Road 536, the section passing through Nghi Xa and Nghi Hop communes, so that the people are aware of them;

- Assign officials to work directly with all households and businesses along both sides of the road and use all means of propaganda and persuasion to ensure that people understand and comply with the law on ensuring traffic safety and order, voluntarily dismantle and relocate construction works within the traffic safety corridor, occupy the road and sidewalks for storing materials (bricks, stones, sand, gravel, etc.) and dump waste in unauthorized places…

- Complete the procedures in accordance with the law to organize the forced demolition of structures violating traffic safety corridors if they deliberately refuse to voluntarily dismantle or relocate.

- Organize forces and assign specific responsibilities to carry out the forced removal of cases of illegal use of traffic safety corridors that do not voluntarily relocate or dismantle.

2.District Police ChiefDirecting and mobilizing the police forces of the district and communes, in coordination with the provincial traffic inspectorate and the Nghi Loc Traffic Management Unit, to ensure traffic safety and order during the enforcement and clearance process. Strengthening coordination in patrol, control, and handling of violations, enforcing regulations and strictly punishing those who intentionally violate the law;

3.Standing Committee of the District Traffic Safety BoardThe members of the Traffic Safety Committee in charge of Nghi Xa and Nghi Hop communes are responsible for directing, inspecting, and urging relevant parties to carry out tasks according to the directives of the District People's Committee.
