(Baonghean)The "Hotline Information" section in the Nghe An newspaper, issue 9399, dated April 26, 2013, reported: "In recent years, the Cho Cau River in Nghi Dien commune has been severely polluted, with black, murky water emitting a foul odor, affecting the living environment of the local people. The cause is due to some residents directly dumping garbage and dead animal carcasses into the river, and waste from the Cau market is also discharged directly into the river."

Following the assignment of the Department of Natural Resources and Environment to coordinate with the People's Committee of Nghi Dien commune to conduct a field inspection, on May 13, 2013, the People's Committee of Nghi Loc district sent Official Letter No. 369/UBND-TNMT to Nghe An Newspaper with the following content:

The Cho Cau River is the border point between Nghi Dien commune, Nghi Loc district, and Hung Trung commune, Hung Nguyen district. Through on-site inspection, the riverbanks and surrounding areas within Nghi Dien commune do not show any instances of waste or dead animal carcasses being directly dumped into the river as reported. However, waste and wastewater from the Cho Cau market (managed by Hung Trung commune, Hung Nguyen district) are discharged directly into the Cho Cau River and accumulate in large quantities at the riverbank within Hung Trung commune, Hung Nguyen district. Therefore, the responsibility for handling this accumulated waste lies with Hung Nguyen district.

Following the inspection, the People's Committee of Nghi Loc District directed the People's Committee of Nghi Dien Commune:

1. Regularly inspect, detect, and strictly handle, in accordance with regulations, individuals who intentionally dump waste indiscriminately in the commune, especially along the banks of the Cho Cau River within the Nghi Dien commune's jurisdiction.

2. Strengthen public awareness campaigns on environmental protection for all segments of the population, promoting general hygiene and preventing littering through the commune and village public address systems and other appropriate and practical forms of communication and mobilization to raise public awareness of environmental protection.

3. Assign officials to work with the Hung Trung commune government, Hung Nguyen district. Implement measures to address the issue of waste and wastewater from Cau Market's operations being discharged directly into the Cho Cau River, causing environmental pollution as reported by the newspaper.
