On August 22, 2012, Nghe An Newspaper published an article titled "The Dangers of Illegal Floating Bridges" in Quynh Trang and Mai Hau communes, Quynh Luu district. Following the publication, on August 29, the People's Committee of Quynh Luu district sent Official Letter No. 1610/UBND-CT to Nghe An Newspaper regarding the acceptance of the following comments:

Following the publication, on August 29, the People's Committee of Quynh Luu district sent Official Letter No. 1610/UBND-CT to Nghe An Newspaper regarding the acceptance of the following comments:

On the Hoang Mai River, at kilometer 15+300 in Mai Hung commune and at kilometer 16+100 in Quynh Trang and Quynh Vinh communes, there are two unauthorized pontoon bridges built for public use that do not ensure traffic safety. On February 21st, the Traffic Inspection Team (Department of Transport) coordinated with the District Traffic Safety Committee to inspect passenger transport activities at ferry terminals in several communes in the area and issued a notice to suspend traffic across the Hoang Mai River on the two illegally constructed pontoon bridges.

On February 29th, the District People's Committee issued Official Document No. 267/UBND.CT regarding ensuring traffic safety on inland waterways and requested the Chairmen of the People's Committees of the two communes to draw up minutes requiring the owners of the vessels to sign commitments not to participate in passenger transport on the river; and to organize forces to dismantle the two illegally constructed pontoon bridges. If necessary, the People's Committees of the communes must prepare project dossiers in accordance with current State regulations, submit them to the competent authority for approval, and report the results to the District People's Committee.

However, inspections revealed that the two existing pontoon bridges are still in operation. Given that the district and communes have not yet established a project to build a suspension bridge at Km11+800 on the Hoang Mai River, to ensure traffic safety, on August 14th, the inter-agency inspection team of the Provincial People's Committee, in coordination with the District Traffic Safety Committee, inspected passenger transport operations at the ferry crossings in the two communes. They compiled a report and issued a document instructing the Chairmen of the People's Committees of Quynh Trang and Mai Hung communes to issue decisions suspending the operation of the two pontoon bridges, organize the dismantling of these bridges, and strictly prohibit the collection of fees and charges illegally at the two bridges. The dismantling and reporting of results to the District People's Committee must be completed before September 2nd.
