The Nghe An Newspaper, issue 9373, dated April 3, 2013, published an article titled "People outraged by cassava starch factory causing environmental pollution."

In response to Official Letter No. 761/STNMT-BVMT dated April 4, 2013, from the Department of Natural Resources and Environment regarding the handling of the reported issues, on April 25, 2013, the People's Committee of Quynh Luu District sent Official Letter No. 546/UBND.TNMT to Nghe An Newspaper with the following content: The cassava starch processing plant of Mr. Le Dang Thao's household in Hamlet 7, Tien Thanh, Quynh Thang Commune, started operating on November 1, 2012, but the production process and environmental treatment are not up to standard, so the cassava starch processing plant does indeed cause environmental pollution. The cause is the foul odor from the decomposition of organic matter such as fiber, pulp, and cassava peel; wastewater from the production process is not treated, and wastewater is discharged directly into the Doc stream spillway.

On April 25, 2013, the District People's Committee conducted an inspection, with the following results:

- The People's Committee of Quynh Thang commune has repeatedly inspected and documented the factory's operations and has suspended production; the factory has been inactive since April 4, 2013.

- The District People's Committee assigned the Quỳnh Thắng Commune People's Committee to inspect and compel Mr. Lê Đăng Thảo's household to immediately resolve the outstanding issues causing environmental pollution (collect and transport all cassava pulp and residue to be sold to animal feed processing units; spray and sprinkle biological preparations to minimize odor and water pollution). They are also required to dismantle all equipment and machinery and requested that the Quỳnh Lưu Electricity Branch cease supplying electricity to the factory.
