(Baonghean)The Nghe An Newspaper, issue dated June 16, 2013, in the "Hotline Information" section, published an opinion from residents of Block 2, Cua Nam Ward, reflecting: A household engaged in the eel business living in the residential area regularly spills eel juice onto the road, emitting a very unpleasant fishy smell, affecting the lives of surrounding households.

On August 1, 2013, the People's Committee of Vinh City issued Official Letter No. 3351/UBND – TNMT responding to the information reported by Nghe An Newspaper with the following content:

Following the media's feedback, the City People's Committee issued a directive to the Cua Nam Ward People's Committee to investigate and resolve the issue. On July 10, 2013, the Cua Nam Ward People's Committee issued Report No. 67/BC-UBND on the results of the investigation and handling of the information reported in the media.

The public's complaint about a household selling live eels causing a fishy smell is true. However, there is no evidence of eel water flowing onto the road, and the surrounding environment is not significantly affected. Nevertheless, to ensure environmental hygiene, the People's Committee of Cua Nam Ward has directed the owner of the eel business, the Block 2 Steering Committee, and the ward's specialized staff to carry out the following specific tasks:

- Ms. Nguyen Thi Mai (owner of the eel business) is required to implement measures to improve the wastewater drainage system, especially expanding the manhole to collect all wastewater discharged during the eel business; to take measures to cover the area to minimize the foul odor from the live eel business, so as not to affect surrounding residents; and to refrain from selling goods on the road, which disrupts traffic safety.

- Assign responsibility to the Block 2 Steering Committee, health officials, and urban planning officials of the ward to regularly inspect and remind Ms. Nguyen Thi Mai's household to comply with the regulations. If Ms. Nguyen Thi Mai's family does not seriously comply, the Ward People's Committee will handle the matter according to the law.
