The Provincial People's Committee directed to completely resolve the existing problems at Khe Bo Hydropower Project.

On March 15, 2017, the Provincial People's Committee received Official Letter No. 35/SCT-TTR from the Department of Industry and Trade regarding the report on the results of the inspection and verification to clarify the matter reported by Nghe An Newspaper. On April 3, 2017, the Provincial People's Committee issued Official Letter No. 2143/UBND-CN regarding the resolution of existing problems related to compensation, support and resettlement of Khe Bo Hydropower Project.
Khe Bo Hydropower Project with a capacity of 100MW, the project has been completed and supplied to the national grid with an average annual output of 440 million kWh, contributing to ensuring national energy security.
The relocation of 585 households (relocation carried out in the village) was completed in 2013. During the project implementation, local authorities and people in the project areas were very supportive and helped the project to be completed on schedule.

According to the report of the Department of Industry and Trade, Khe Bo Hydropower Plant has been operating since May 2013, but the compensation, support, and resettlement work of the project has not been resolved, such as: Not paying the poor household allowance; paying land compensation for households in Hoa Binh town has only reached 50% of the value; not paying the difference between land in the old residence and land granted to people living in the resettlement area (the District People's Committee has not approved).
In addition, the National Highway 7A bypass through Thach Giam still has about 30m of concrete surface that has not been poured, the roof has not been reinforced, traffic safety measures (markers, signs, guardrails, etc.) have not been completed; internal roads in Pung, Dinh Tien, Dinh Huong villages have not been completed; domestic water construction for Dinh Thang resettlement area has not been implemented to replace the old damaged water system... The above problems have not been completely resolved, causing public outrage and public opinion to reflect.
To completely resolve the existing problems and difficulties in compensation, site clearance, and resettlement of Khe Bo Hydropower Project, Nghe An Provincial People's Committee requests:
1. Tuong Duong District People's Committee: Directs the District Compensation and Site Clearance Council to properly implement the following contents:
a. Regarding compensation and support:
- Overcoming poverty allowance: Complete payment to households before April 10, 2017.
- Land compensation for households in Hoa Binh town: Complete price application documents before April 30, 2017 and complete payment before April 10, 2017.
- The difference in land value must be compensated to people in all other affected villages: Complete the documents before April 30, 2017 and complete the payment before April 10, 2017.

b. Regarding resettlement infrastructure construction:
- Resettlement areas in Yen Thang commune: Complete the domestic water supply and internal roads in the Pung village resettlement area before April 30, 2017; Complete the domestic water supply and internal roads in the Dinh Thang village resettlement area before May 30, 2017.
- Resettlement area of Dinh Tien village, Tam Dinh commune: Complete internal road project before April 30, 2017.
- Resettlement area of Dinh Huong village, Tam Dinh commune: Complete internal road project before May 30, 2016.
- National Highway 7A bypass through Thach Giam commune: Completed before April 30, 2017.
2. Vietnam Electricity Development Joint Stock Company:
Coordinate with the Compensation and Site Clearance Council of Tuong Duong district and the People's Committee of Tuong Duong district to complete the documents related to compensation and site clearance, support and resettlement infrastructure construction; promptly transfer funds to the Compensation and Site Clearance Council of Tuong Duong district for timely payment according to the above progress milestones.
3. The Department of Industry and Trade regularly monitors, inspects, and grasps the implementation of the settlement of outstanding issues of the People's Committee of Tuong Duong district and Vietnam Electricity Development Joint Stock Company according to the above progress milestones to report to the Provincial People's Committee for timely direction. Upon receiving this dispatch, the units are requested to strictly implement it.
