The Provincial People's Committee directs the implementation of electronic transactions in the field of social insurance and the issuance of social insurance codes.

(Baonghean) - Nghe An Provincial People's Committee has just issued Official Dispatch No. 7052/UBND-VX dated September 14, 2017 on electronic transactions in the field of social insurance and granting social insurance codes to participants to departments, branches, sectors and provincial-level mass organizations; People's Committees of districts, cities and towns.

Completing the information system to issue Social Insurance (SI) codes is important in completing the database of participants in social insurance and health insurance (HI) and reducing administrative procedures, creating favorable conditions for participants when resolving social insurance and health insurance (HI) regimes.

Pursuant to Decision No. 595/QD-BHXH dated April 14, 2017 promulgating the Procedure for collecting social insurance, health insurance, unemployment insurance (SI), occupational accident and disease insurance (OID) premiums; managing social insurance books and health insurance cards; Decision No. 838/QD-BHXH dated May 29, 2017 promulgating the Procedure for electronic transactions in the field of social insurance, health insurance, and unemployment insurance of the General Director of Vietnam Social Security; to ensure the rights of participants in looking up social insurance codes and the process of paying social insurance, health insurance, and unemployment insurance; speeding up electronic file transactions in the field of registration for participation, issuance of social insurance books, health insurance cards to meet the requirements of managing a centralized database nationwide, controlling the implementation of policy settlement for employees through the only issued social insurance code, the Provincial People's Committee (PPC) requests:

1. Provincial Social Insurance

- Preside over and coordinate with relevant departments and branches to organize information and propaganda on the purpose and meaning of the social insurance code; new points on the management process of collection, issuance of social insurance books and health insurance cards; electronic transactions in the field of collection, settlement of social insurance and unemployment insurance regimes, appraisal of payment of health insurance medical examination and treatment costs electronically on mass media and send Open Letters to each social insurance and health insurance participant.

- Develop plans, organize training, and provide guidance on the implementation of the collection process for social insurance, health insurance, unemployment insurance, occupational accident and disease insurance; issue social insurance books and health insurance cards; synchronize social insurance codes; conduct electronic transactions in the collection and settlement of social insurance, health insurance, and unemployment insurance regimes for district-level social insurance, agencies, units, enterprises, and collection agents in the area. Strive to have 100% of units conduct electronic file transactions in the fields of social insurance, health insurance, and unemployment insurance by the end of 2017.

- Review and improve the information technology infrastructure and human resources of the collection agent system, especially the collection agent system of the Post Office, to update and look up social insurance codes when requested by people and units.

- Synchronize data on issuing health insurance cards and social insurance codes for social insurance and health insurance participants from the household database with the database for managing collection and issuance of social insurance books and health insurance cards.

- Coordinate with the Post Office to receive and return documents, social insurance books, and health insurance cards to units and participants of social insurance and health insurance.

- Timely remove difficulties and obstacles for units and participants during the implementation process.

2. Department of Information and Communications

- Directing news agencies and newspapers in the province to strengthen the dissemination of laws on social insurance and health insurance to all classes of people; especially the purpose and significance of issuing social insurance codes; new points of Decision No. 595/QD-BHXH, Decision No. 838/QD-BHXH; at the same time, pointing out some limitations that may occur during the implementation process, such as: slow processing of records, supplementing information of participants... so that all people and units can coordinate in implementation.

- Coordinate with the provincial Social Insurance to propagate to agencies, organizations and enterprises in the province about the application of electronic transactions via the internet, about registration and use of digital signatures in electronic transactions in the following forms: Posting articles and propaganda content on newspapers, the province's electronic information portal...

3. Department of Health

Direct health insurance treatment facilities to contact the Social Insurance agency where the health insurance treatment contract was signed (health insurance assessment department/division) when looking up information about the health insurance card of a participant on the Health Insurance Assessment Portal if the database is incomplete or incorrect.

4. Nghe An Provincial Post Office

- Coordinate with the Social Insurance agency to review and inspect the collection agent system of the Post Office to ensure adequate and qualified information technology infrastructure and human resources to update and look up social insurance codes when requested by people and units.

- Coordinate with the Social Insurance agency to guide participants to provide social insurance codes or declare information about household members; employers to look up and update additional information to issue social insurance codes; procedures for declaring additional data information on the Household software.

- Coordinate with the Social Insurance agency to organize the declaration of additional data information on the household software to meet the requirements of synchronizing data of social insurance and health insurance participants.

5. District People's Committee

- Directing employers participating in social insurance in the area to conduct electronic file transactions in the field of social insurance and health insurance for employees in accordance with the provisions of Decree No. 166/2016/ND-CP dated December 24, 2016 of the Government.

- Direct social insurance and health insurance collection agents in the area to coordinate with social insurance agencies to improve information technology infrastructure and human resources to update and look up social insurance codes when requested by people and units.

- Direct the People's Committees at the commune level, agencies and units in the area to review, update and supplement household members participating in health insurance, supplement information of social insurance, health insurance and unemployment insurance participants lacking personal information, address and social insurance code. After fully supplementing information of social insurance, health insurance and unemployment insurance participants, transfer it to the Post Office at the same level to synchronize the database of social insurance, health insurance and unemployment insurance participants with the household management database to issue health insurance cards according to the social insurance code.

- Direct relevant levels, sectors and units to coordinate with district-level Social Insurance agencies to actively propagate social insurance, health insurance and unemployment insurance policies to all classes of people and workers in the area.

6. Employer

- Coordinate with the Social Insurance agency to review employee information on the Social Insurance book to speed up the payment of books to employees according to the set schedule.

- Invest in facilities to ensure adequate conditions for conducting electronic file transactions in the field of social insurance and health insurance for employees. At the same time, guide employees to declare information and take legal responsibility for electronic social insurance, health insurance and unemployment insurance files according to the provisions of law on electronic transactions.
