On December 13, 2012, Nghe An Newspaper published an article titled: "Support for tuition fees according to Decree 49/2010/ND-CP: 'Waiting' for the report," reflecting on the fact that the payment of tuition fees for students from families entitled to preferential policies under Government Decree 49/2010/ND-CP has been implemented for nearly three years but still faces many obstacles, and many families have not yet received the tuition fee subsidy.

Following the directive of the Provincial Party Secretary in Official Letter No. 1595-CV/TU dated December 19, 2012, from the Nghe An Provincial Party Committee regarding the handling of the issue in the aforementioned article, on December 27, 2012, the Provincial People's Committee issued Official Letter No. 9390/UBND-TM to the Nghe An Department of Finance and the Department of Education and Training. In the letter, the Chairman of the Provincial People's Committee requested: The Department of Finance, in coordination with the Department of Education and Training, should urgently investigate and clarify the matter. If the report is accurate, timely corrective measures should be taken and the issue should be resolved promptly for eligible policy beneficiaries according to regulations.

The Standing Committee of the Provincial Party Committee and the Provincial People's Committee shall report the results of the inspection and handling before January 15, 2013.
