The Provincial People's Committee proposes monthly policies for the Heads of Associations in hamlets, blocks, and villages.

(Baonghean.vn) - This is the proposal of the Provincial People's Committee to amend and supplement Resolution No. 22/2019/NQ-HDND to be submitted to the Provincial People's Council for consideration and decision at the 4th session, term 2021 - 2026, scheduled to open on December 7, 2021.

Currently, the regime forbranch presidentThe unions in the blocks, hamlets and villages in the province are being implemented in the form of annual compensation contracts in Resolution No. 22/2019/NQ-HDND, dated December 12, 2019 of the Provincial People's Council.

Specifically, in addition to the funding from union dues, membership fees of organizations and other funds (if any), every year, the state budget provides additional support to pay allowances for those directly participating in the work of hamlets, blocks, and villages (including heads of union branches) at the rate of 25 million VND/year for hamlets with 350 households or more; hamlets and villages in key communes, complicated in terms of security and order according to the decision of competent authorities; hamlets and villages in border communes. For the remaining hamlets, blocks, villages and villages, the allowance is 23 million VND/year.

On the basis of regulations on compensation levels for people directly participating in the work of hamlets, blocks, and villages ofProvincial People's CouncilIn Resolution No. 22/2019/NQ-HDND, payment is made in the form of a lump sum and timekeeping based on the volume of work. This causes difficulties in payment, quantification and timekeeping. On the other hand, payment procedures require a timekeeping sheet, monitoring, and internal spending regulations of the hamlet, block, village, and commune to withdraw funds (according to regulations of the Ministry of Finance).

From the shortcomings and difficulties in the practical implementation of Resolution No. 22/2019/NQ-HDND through the feedback of voters and people in many localities, at the same time with the spirit of seeking knowledge, the Provincial People's Committee has drafted a resolution amending and supplementing a number of articles of Resolution No. 22/2019/NQ-HDND, dated December 12, 2019 of the Provincial People's Council on the number, titles, allowance levels,regimepolicy for activistsnon-professionaland other subjects in communes, wards, towns, hamlets, blocks and villages in the province to submit to the Provincial People's Council for consideration and decision at the 4th session, term 2021 - 2026.

Accordingly, instead of annual allowances as in Resolution No. 22/2019/NQ-HDND, the Provincial People's Committee proposed to amend it to monthly allowances for the heads of mass organizations of Women, Farmers, Veterans, Elderly People and Secretaries of Youth Union branches.

Specifically, the allowance for the above 5 positions in hamlets with 350 households or more; hamlets and villages in key communes with complicated security and order issues according to the decision of competent authorities; hamlets and villages in border communes is 400 thousand VND/person/month. In the remaining hamlets, blocks and villages, it is 350 thousand VND/person/month.

In addition to the proposal to change the allowance level and form of allowance for the heads of mass organizations, this draft resolution also proposes to add regulations on supporting operating costs for mass mobilization teams in hamlets with 350 households or more; hamlets and villages in key communes with complicated security and order issues according to the decision of competent authorities; hamlets and villages in border communes at 2.5 million VND/year/team. The level of financial support for mass mobilization teams in the remaining hamlets, blocks and villages is 2 million VND/year/team.

The reason for the proposed addition is that although the operating budget for the mass mobilization teams of blocks, hamlets, and villages has been stipulated in Resolution No. 22/2019/NQ-HDND in the total annual allowance of 25 and 23 million VND/year for people directly participating in the work in hamlets, blocks, and villages (depending on hamlet classification); but in actual implementation in localities, the mass mobilization teams are not paid operating budget.

The draft resolution also proposed by the Provincial People's Committee to add two positions of veterinary and plant protection - agricultural extension - forestry extension to the group of non-professional workers in communes, wards and towns.

However, the addition of these two positions does not change the number of non-professional workers at the commune level as stipulated in Resolution No. 22/2019/NQ-HDND: 10 people for type III communes; 11 people for type II communes and 12 people for type I communes.

Therefore, localities can be flexible in their arrangements based on practical needs. One is to arrange concurrently or reduce other positions to arrange veterinary, plant protection - agricultural extension - forestry positions. Two is for areas where the need for veterinary, plant protection - agricultural extension - forestry positions is not urgent or necessary compared to other positions, the current arrangement can be maintained./.
